Restrictions imposed by the de facto Taliban regime mean that all women and girls in Afghanistan are at risk of persecution and are therefore generally entitled to refugee status in Europe, the European Union Agency for Asylum (EUAA) ruled on Thursday.
The agency’s assessment is based on intensifying repression in Afghanistan, which prohibits or severely limits women’s and girls’ access to education and work, freedom of movement and freedom of expression.
It came as part of the agency’s new report on Afghanistan, which was drawn up in coordination with EU states.
The 27 are required to take EUAA reports into account when handling asylum applications, a spokesman for the agency reminded on Thursday. However, he clarified, EU member states are not legally obliged to offer asylum to all Afghan women who request it, decisions are taken by each government separately and on a case-by-case basis.
