European Council reiterates EU commitment to help Ukraine ‘for as long as necessary’
The European Council reiterates its unwavering commitment EU to help her Ukraine and its people – politically, economically, militarily and humanitarianly – “for as long as necessary”.
European leaders welcome the agreement in the Council on the urgent delivery of ammunition to Ukraine and – if requested – missiles, including through joint procurement, with the aim of providing 1 million artillery shells within the next twelve months.
In their conclusions on Ukraine, European leaders underline the EU’s commitment to “maintain and increase collective pressure on Russia, including through possible additional restrictive measures and continue to work on the oil price ceiling together with partners”. They also underline the importance and urgency of intensifying efforts to ensure the effective implementation of sanctions at European and national level and commit to effectively preventing and countering circumvention by third countries. The European Council calls on the Council and the Commission to strengthen all necessary enforcement instruments and to develop, together with the Member States, a fully coordinated approach to this end.
The European Council condemns the continued military support for Russia’s war of aggression provided by Iran and Belarus and urges all countries not to provide material or other support to Moscow’s military operations.
The European Council notes the arrest warrants recently issued by the International Criminal Court against the Russian President and his Commissioner for the Rights of the Child, for the war crime of illegally deporting and transporting children from occupied territories of Ukraine to Russia.
European leaders stress, in their conclusions, that work will continue to hold Russia accountable for war crimes in Ukraine. In particular, the European Council welcomes the agreement to establish the new International Center for the Prosecution of the Crime of Aggression against Ukraine (ICPA) in The Hague, which will be linked to the existing Joint Investigation Team supported by Eurojust.
The EU remains committed to supporting the reconstruction of Ukraine, in coordination with international partners. In this context, the European Council reiterates the EU’s full support for the creation of an international mechanism to record the damage caused by Russia. Together with partners, the European Union will continue to intensify work on the use of Russia’s frozen assets.
The European Council notes the renewal of the UN Black Sea Cereals Initiative and stresses that this initiative is crucial to strengthening global food security. It also emphasizes the need to ensure that agricultural products are continuously available and affordable to the countries most in need.
Finally, the European Council welcomes Ukraine’s commitment and reform efforts and underlines the importance of Ukraine’s EU accession process, in line with its previous conclusions, in particular those of 23-24 June 2022.
