Russian President Vladimir Putin signed a decree today placing under temporary control the assets of two foreign energy companies in Russia, in a clear sign that Moscow may take similar measures against other companies if necessary.

The decree, which outlines possible retaliation in the case of seizure of Russian assets abroad, makes it clear that Moscow has already moved to seize assets of the Russian subsidiary of Germany’s Uniper SE and Finland’s Fortum Oyj.

Russia, the decree said, had to take urgent measures to respond to unspecified “unfriendly and contrary to international law” actions by the US and other countries.

The shares of the two companies have been placed under the temporary control of Rosimushchestvo, the federal agency for state property management.

The chief executive of state bank VTB PAO said on Monday that Moscow is considering taking over the management of assets of foreign companies such as Fortum and returning them only when sanctions against it are lifted.
