“It’s highly unlikely, that’s our current assessment,” Director of National Intelligence (DNI) Avril Haynes told the Senate Armed Services Committee.
Commenting on a possible US default, Haynes said both China and Russia would look to take advantage and seize the opportunity to push their narrative of America’s “inability” to function as a democracy. “I think our analysts would agree with you that it’s almost certain that (the two countries) would try to take advantage of this opportunity,” Haynes told the Commission.
Referring to Sudan, Haynes said the war between the country’s armed forces and the Rapid Support Force paramilitary group “is likely to perpetuate itself” because both sides believe they can prevail by military means and have no incentive to sit at the negotiating table.
