The general secretary of the United Nations, Antonio Guterrescriticized today for years underfunding–as he called it–in providing aid around the world despite growing humanitarian needs.

“Chronic underfunding and record levels of humanitarian need are straining the system to breaking point,” he told the UN Economic and Social Council’s Department of Humanitarian Affairs.

According to Antonio Guterres, just 20% of the required resources based on the UN Global Humanitarian Appeal have been received in the first half of 2023. “This is causing a crisis within a crisis. Without a solution to the funding crisis, further reductions are inevitable,” he noted.

On Monday, international donors pledge $1.5 billion in aid to Sudanwhich has been hit by a severe humanitarian crisis that has driven an estimated 2.2 million people from their homes.

Before the conference, a United Nations appeal for $2.57 billion in humanitarian support in Sudan this year was about 17 percent funded, and an appeal for nearly $500 million for refugees fleeing the country was just 15 percent funded.
