Mr Cummings said he and another senior Downing Street official had warned Boris Johnson and his special secretary, Martin Reynolds, who had invited about 100 Downing Street workers to the prime minister’s garden to ask the prime minister that the “party” violated the rules. However, Boris Johnson agreed to attend.
