Baku announced earlier today that it had launched “local anti-terrorist operations” in the breakaway region of Nagorno-Karabakh, whose population is majority Armenian, in order to “restore constitutional order in the enclave”.
Azerbaijan is close to fulfilling the main objectives of its military operation in Karabakh, with some of the military targets neutralized, an aide to the Azeri president, Hikmet Hajiyev, said today, according to Russia’s TASS news agency.

At the same time, the leadership of the enclave’s separatist authorities proposed in a statement a ceasefire and talks with Baku.
Geham Stepanian, the enclave’s human rights ombudsman, said that two civilians were killed and 23 injured by attacks by the Azeri army. At least eight of the injured are children, he said.
According to Azeri prosecutors, a civilian was killed today by a heavy weapons attack in the Azerbaijani-controlled city of Susi, which is at the edge of the enclave.
