Humanitarian law is “not a la carte”, warned the UN Secretary-General and urged both sides in the Israel-Hamas war to show proportionality and precaution.
“The protection of civilians on both sides is of the utmost importance and must be respected at all times,” Mr Guterres said in a statement.
“International humanitarian law establishes clear rules that cannot be ignored. It is not a la carte and cannot be applied selectively.”

In fact, Mr. Guterres stated that he was surprised by the “unprecedented scaling” of Israel’s shelling of Gaza while calling the level of humanitarian aid allowed into the enclave “completely inadequate” to meet the urgent needs of civilians.
He once again called for the immediate and unconditional release of the hostages held by Hamas, adding that he was “deeply concerned about the risk of a dangerous escalation” beyond Gaza.
