THE President Joe Biden will soon issue an executive order banning “new American investment, trade and financing, to, from or to” the two breakaway pro-Russian areas of Donetsk and Luhansk in eastern Ukraine, which Russian President Vladimir Putin has recognized as independent entities earlier tonight, the White House announced.
The decree will also provide for the imposition of sanctions “on any person who decides to operate in these parts of Ukraine,” White House spokeswoman Jen Psaki said in a statement.
Psaki said more measures were coming and said they were separate from the sanctions the United States and its allies are preparing if Russia invades Ukraine.

The US presidency also announced that a telephone conversation between Joe Biden, French President Emanuel Macron and German Chancellor Olaf Solz began at 10.17 pm Greek time.
