Ukraine has the ability and the right to use the missiles that Britain gives it to hit targets inside Russian territory, David Cameron said from Kiev, which he visited on Friday.
In a statement seen in London as a change of policy, the British foreign secretary said: “In terms of what the Ukrainians do, in our view it is their decision how to use these weapons. They are defending their country, they were illegally invaded by Putin, they must take these measures. We don’t discuss conditions we put on these things. But let’s be absolutely clear, Russia has launched an attack on Ukraine and Ukraine absolutely has the right to retaliate against Russia.”
Asked for clarification whether this meant that targets inside Russia could be hit with British weapons, Lord Cameron replied in the affirmative: “Ukraine has that right. Just as Russia is striking inside Ukraine, you can understand why Ukraine feels it needs to make sure it defends itself.”

From Kiev, Lord Cameron also said that Britain would give aid of three billion pounds a year to Ukraine “for as long as necessary”.
He also announced the imminent arrival in Ukraine of British Paveway IV laser-guided bombs, more anti-aircraft missiles and equipment for 100 man-portable air defense systems.
