“A balance needs to be struck between the risk of escalation and the need for Ukrainians to defend themselves,” Borrell said.
In the meantime, the European member states appear divided regarding the use of Western weapons on Russian soil, which for countries like Germany is topic – taboo.
The head of European diplomacy Joseph Borel today Tuesday called on the 27 “to find a balance between the fear of an escalation and the need of the Ukrainians to defend themselves”, considering that Kiev should be able to strike Russian soil with Western weapons.
“According to the laws of war, it is absolutely possible and there is no contradiction, I can respond or fight against him who attacks me from his territory,” he said ahead of a meeting of EU defense ministers in Brussels.
“A balance needs to be struck between the risk of escalation and the need for Ukrainians to defend themselves,” he added.
The debate on whether or not to use on Russian soil Western weapons supplied to Ukraine is being held in Washington and European capitals.
NATO Secretary General Gens Stoltenberg sided with Kiev on this issue. “The Use of Western Weapons in Russia will not make NATO part of the conflict” noted Stoltenberg. However, countries allied to Ukraine, including Germany or the United States, they are much more reluctant, fearing a direct conflict with Moscow.
“Germany has taken a sovereign decision,” German Deputy Defense Minister Zimtge Meller said today, echoing the categorical opposition of Berlin.
Ukraine regularly pressures its Western partners, particularly Washington, which is its top arms supplier, to allow it to use longer-range Western weapons against targets in Russia.
Kiev “has the right to defend itself” and therefore has “the right to strike legitimate military targets outside Ukraine”, underlined Stoltenberg from Sofia yesterday, Monday.
European countries, including Estonia or the Netherlands, appeared today to support this option.
“I never ruled it out (…) and I hope that other countries that have a different position will change it”, said the Dutch Minister of Defense Kaisha Olongren upon her arrival in Brussels.
