“It is extremely dangerous to evict people under such conditions,” the city council said in a statement posted on the Internet.

Earlier, the Guardian reported that pro-Russian separatists and the Ukrainian National Guard had blamed each other for failing to set up the humanitarian corridor on Sunday, the second time the parties had tried to arrange it.

The Interfax news agency quoted an official from the Donetsk separatist administration as accusing Ukrainian forces of failing to comply with the limited ceasefire.

The separatist official said only about 300 people had left the city. Ukrainian authorities said earlier that they planned to evacuate more than 200,000 people from Mariupol.
