The driver of the car was immediately arrested and later identified as Taleb A., a 50-year-old doctor from Saudi Arabia.
The video shows the suspect raising his hands on a busy street and lying on the floor before being surrounded by armed police.
He is then handcuffed and an officer is seen sitting on his back.
