US negotiators meet with Russian representatives in Saudi Arabia a day after they held separate talks with the Ukrainian side as part of the peace negotiations under the United States.

At the heart of the talks is the proposal for a partial truce in the three -year war in Ukraine.

The achievement of even a 30 -day limited truce, which Moscow and Kiev agreed first last week, turns out to be difficult as the two sides continue to attack each other with drones and rockets.

After the talks between US and Russia delegations are completed, US and Ukrainian officials will have a new round of contacts, a Ukrainian source said.

The Ukrainian delegation expects that “new talks” will be held with the American team within the day, as they are known to be “the results of the meeting” with the Russians.
Russians and Americans are discussing camera in a luxurious Riyadh hotel, following talks last night by the Americans with the Ukrainians.

At the previous meeting, in March in Jeddah, Ukraine had accepted the US proposal to cease fire for 30 days, but Russia rejected.

Delegations are now considering a possible ceasefire in the Black Sea to bring Ukraine to export cereals again, despite the presence of the Russian fleet in the region. Russia retired from this agreement in July 2023, accusing the West of not having its commitments to relax sanctions on the export of Russian agricultural products and fertilizers.

Some of the issues discussed by Russia, the United States and Ukraine in talks aimed at creating conditions for the end of the war in Ukraine are:

Infrastructure

Russian President Vladimir Putin agreed on March 18 with US President Donald Trump’s proposal to suspend attacks on Russia’s and Ukraine’s energy infrastructure for 30 days. President Volodimir Zelenski said Ukraine would support the proposal.

This agreement did not include a full cessation of fire for 30 days demanded by the United States and had accepted Ukraine.
Since then, both sides have reported ongoing attacks on their energy infrastructure.

Nuclear stations

According to a US announcement, Trump proposed a telephone conversation with President Zelenski on March 19 that the US could handle the management and possibly ownership of Ukraine’s nuclear stations and energy infrastructure.

Zelenski denied that the issue of ownership was discussed, but said that Zaporizia’s under Russian -occupied Ukraine Station, the largest nuclear power plant in Europe, was among the topic of debate. Russia and Ukraine are accustomed to the possibility of an accident at the station due to attacks.

Zelenski said Kiev would be ready to discuss US participation in the station’s modernization if it was returned to Ukraine.

Navigation in the Black Sea

US and Russia officials held talks in Saudi Arabia on March 24 at Trump’s initiative to cease fire in the Black Sea.

Turkey and the United Nations had mediated the Black Sea initiative for cereals in July 2022, which allowed the safe export of almost 33 million tonnes of Ukrainian wheat.

Russia retired after a year, but the World Bank’s goods report on April 2024 said that both Russia and Ukraine continue to export cereals without significant problems.

Kiev has made a few comments about Trump’s initiative on the Black Sea, though Zelenski has stated that he also supports the idea of a shipping truce. This could allow the country to use the Port of Mikolaib, except for three other ports in the Odessa area, to export wheat, iron meters and other goods.

Ukraine has caused serious damage to the Russian Black Sea fleet in 2022, forcing Moscow to move many ships from its base to occupied Crimea.

Captives

Russia and Ukraine exchanged 175 prisoners of war, as both sides said on March 19, and Russia delivered an additional 22 Ukrainian captives to a good will, according to the Russian Ministry of Defense. Zelenski said the 22 Ukrainians were “severely injured warriors”.

The integration into NATO

Putin has stated that Ukraine wants to officially abandon her ambitions to join NATO.

Ukraine has set its integration into NATO as a goal in its constitution and says that participation in the alliance will be the best form of security guarantee it can receive under a peace agreement.

Last month, John Coal, US Deputy Sented in Ukraine, said the US did not exclude Ukraine’s possible accession to NATO or its return to the 2014 border, a prospect that US Secretary of Defense Pete Hegsheth said.

Trump has stated that he does not believe that Russia will “allow” Ukraine to NATO.

Ukrainian post -war security

With NATO integration not being an immediate goal, Ukraine is trying to strengthen its army and secure continuous support from Europe and the US as part of any peace agreement.

Britain and France are seeking to create a deterrent force with the participation of foreign troops, ships and airplanes that will develop in Ukraine after the signing of a peace agreement.

Some Russian officials said they could not accept such forces, and Moscow said that one of the conditions for reaching a peace agreement is to reduce the Ukraine army.

Western sanctions and elections

Putin has stated that he wishes to relax Western sanctions in Russia and conduct a presidential election in Ukraine.

Ukrainian legislation prohibits elections during military law and Ukrainian officials say Moscow is unable to dictate when elections will be held.

The United States has led efforts to impose wide sanctions against Russia under Biden’s leadership, including measures to reduce oil and gas revenue, such as the $ 60 -barrel threshold in Russian oil exports.

Sources told Reuters that the Trump government has studied ways to relax sanctions if Moscow agrees to end the war. This month, Trump also mentioned the possibility of a large scale of bank restrictions and duties in Russia until peace was achieved.

The Russian occupation of territories

Russia wants to fully control four, partially occupied areas of eastern Ukraine, which it has occupied as its own, as well as Crimea, which it occupied and annexed in 2014.

Russia’s Kommersant newspaper, citing anonymous sources, said Putin wants the US to officially recognize the four areas: Luhansk, Donetsk, Zaporizia and Hersona as part of Russia, along with Crimea.

Ukraine says it will never recognize Russia’s sovereignty over Ukrainian territories, but acknowledges that they should be returned diplomatically over time.

Ukrainian mineral wealth

Kiev and Washington are discussing an agreement with which the United States will have a financial benefit from the extraction of Ukraine’s natural resources, especially the rare earths used for the manufacture of electronics.

Efforts to conclude the agreement hit obstacles after the Trump and Zelenski meeting at the White House at the end of last month. The White House said on March 19th that it had advanced beyond the framework of the agreement and focused on achieving a long -term peace agreement. The next day, Trump said an agreement on rare earths will be signed very soon.
