As the Commission proposed last March in the EU Defense Plan by 2030, the “Rearm Europe”, the Commission will raise up to € 150 billion in the capital markets, providing financial levers to EU Member States to increase investment in key defensive investments, such as Strategic Factors of Facility. The funds will be derived from the capital markets and will be disbursed in interested Member States on the basis of their investment plans for the European Defense Industry.
Subsequent steps
Member States now have a deadline of six months from the entry into force of the Rules of Procedure to submit their original national plans, which the Commission will subsequently evaluate. Following a proposal by the Commission, the Council is expected to issue executive decisions, which will include the size of the loan and any pre -funding.
Promotion, which can be up to 15% of the loan, will ensure that support can be paid rapidly to meet the most urgent needs, possibly starting in 2025. Member States should submit reports on the progress of implementing their payment.
The latest approval for disbursements can take place by December 31, 2030.
