The European Union did not approve the 18th package of sanctions against Russia on Tuesday, EU High Representative on Foreign Policy, Kaya Calla, said after a meeting of Foreign Ministers in Brussels.
She regretted her saying she was “truly distressed” that the sanctions were not approved, but was optimistic that there could be an agreement on Wednesday, noting that “the ball is now on the Slovak stadium”. Slovakia blocks the new sanctions package until its concerns about the EU’s parallel proposal to gradually end the imports of Russian gas by January 1, 2028.
Sources reported to Reuters on Monday that all the individual points of the package had been agreed, although a member state still reserves the proposed lowest price in Russian oil.
The European Commission proposed last month the 18th package of sanctions against Russia, targeting Moscow’s revenue from its energy, banking sector and military industry.
The new package includes a ban on trading with Nord Stream pipelines, as well as banks involved in sanctions bypass mechanisms.
It also provides for a floating ceiling mechanism in Russian oil, 15% below the average market for crude over the previous three months, according to EU diplomats.
