An internal report by USAID, the US International Development Service set for Donald Trump, rejects all Israeli claims that Hamas is stealing American humanitarian aid that enters the Gaza Strip.
These allegations were made as the main justification by Israel and the US to support a new armed private humanitarian aid distribution in Gaza in May 2025, the controversial humanitarian institution for Gaza, for which the UN and over 170 NGOs are demanding.
The exhibition, which has never been published again before, lasted months and ended in late June. USAID members examined 156 cases of theft or loss of supplies funded by the US, which were reported between October 2023 and May 2023.

A Foreign Ministry spokesman questioned the report, saying there are videos that prove that Hamas is looting humanitarian aid supplies from warehouses and trucks, but never presented videos as evidence.
The official also accused the traditional humanitarian NGOs of concealing “corruption in helping”.
