The German intelligence service stole radio messages from Russian military sources, citing killings of civilians in the Ukrainian city of Bukhareported today the German news magazine Der Spiegel.
DER SPIEGEL had information that the German secret services informed the deputies on Wednesday about his findings. Some of them match the locations of the bodies found along the city’s main street. In one of them, a soldier apparently told another that just shot a man on a bicycle. This corresponds to the photo of the dead man standing next to a bicycle that has traveled around the world. In another intercepted conversation, a man apparently said: First you interrogate soldiers and then the shooters.
Spiegel adds that there are additional recordings, the natural origin of which is more difficult to determine, which means, as he reports, that similar incidents have occurred in other Ukrainian cities.
In fact, German services estimate that the massacre of civilians is part of Putin’s military strategy.

Part of the Plan?
BND material also apparently provides evidence that members of a Russian mercenary unit called the Wagner Group played a leading role in the atrocities. The group is known to have committed similar atrocities in Syria.
Eyewitnesses recently reported that the occupying force in Bouka was initially made up of “young soldiers”. As soon as they were replaced by other units, witnesses said, attacks on civilians became more frequent. Some eyewitnesses said Chechen units were in the city. The accounts raise the question of whether this development was part of Putin’s plan.
The radio broadcast that was intercepted by the BND shows that the atrocities committed against civilians in Bouka were neither accidental acts nor the product of individual soldiers who got out of control. Rather, sources say, the material suggests that the troops talked about the atrocities as if they were just discussing their daily lives.
According to DER SPIEGEL, the rumors that have been circulated indicate that the killing of civilians has become a standard part of Russian military activity, possibly even part of a broader strategy. The intention is to spread fear to the civilian population and reduce the will to resist.
According to reports, there are indications of possible atrocities in the area around Mariupol, the large city in southern Ukraine that has been besieged by the Russian army.
A German government spokesman declined to comment on Der Spiegel.
It is noted that after the withdrawal of the Russian army from the city at the weekend, a mass grave was discovered as well as the bodies of dozens of dead citizens who were left on the streets. The hands of some of the victims were tied, while other bodies showed signs of torture. Many women and children are also reported among the victims.
The Russian government has categorically denied that Russian forces are responsible for these war crimes. Numerous – completely unfounded – allegations have been made that the alleged war crimes were organized by Ukraine. These allegations, however, are contradicted by the statements of many witnesses who gave interviews to DER SPIEGEL journalists and other news outlets in the town of Bouka.
The Ukrainian government has blamed Russia for genocide and war crimes. The Kremlin said yesterday, Tuesday, that Western allegations that Russian forces had executed civilians in Butsa were “Monstrous forgery” aimed at discrediting the Russian army and the justification for new Western sanctions.
In fact, Moscow characterizes the evidence of executions of civilians as a cynical trick of Ukraine and its Western supporters, whom Moscow says have been seized by discriminatory anti-Russian paranoia.
