by

“I want to assure you that the Ukrainian army is abiding by the rules of war. Of course, there may be isolated cases of violations of these rules and they will certainly be investigated,” Ukrainian Foreign Minister Dmitry Kuleba said in a video posted on the to show members of the Ukrainian forces shooting and killing a captured, severely wounded Russian soldier.

Kuleba said he had not seen the video, but had heard of it.

whose authenticity has been verified by Reuters,

The video, which was verified by Reuters, shows three shots being fired by an unidentified man at a soldier wearing a white armband, similar to those used by Russian forces. The soldier is bleeding, lying on the street next to a dead soldier and breathing with difficulty.

“Look, he’s still alive, he’s already struggling ωσε It’s over” says a voice and then two shots are fired. A third shot follows, as the soldier is still moving.

The footage then shows two other dead soldiers on the street, also wearing white armbands. One has his hands tied behind his neck and has been shot in the head. Next door is an abandoned Russian armor.

Reuters was unable to determine the exact date the video was taken, the existence of which was initially reported by the New York Times. Ukraine’s UNIAN agency released footage on March 30.

The apparent members of the Ukrainian forces in the video speak Russian. At least one has a Caucasian accent and others have an accent referring to parts of southern Russia or eastern Ukraine. Some are shouting “Glory to Ukraine.”

At least one wore a blue armband, similar to those of the Ukrainian army. It is not clear, however, to which unit they belong. One had the coat of arms of Ukraine in his hand, but upside down.

Reuters located the geographical location of the video, north of the village of Dmitrievka, not far from Bhutsa, northwest of Kiev, where Ukraine is accusing Russia of war crimes. Moscow claims that the shots with the dead in Butsa were directed.
