The terms that will pave the way for the meeting of Vladimir Putin with Volodymyr Zelensky, and therefore the beginning of the end of the war in Ukraine, were revealed by the Kremlin spokesman on Thursday.
According to Dmitry Peshkov, to schedule a meeting of the Russian President with its Ukrainian counterpart, there must be agreement on the terms proposed by Moscow. “The document for signing the agreement is ready,” he said, laying the groundwork for Russia to return to ceasefire talks.
The conditions set by Russia
What are the terms? As he has stated in the past the Russian side and what he described as a “reversal of the original agreement in Istanbul” during the latest diplomatic rift, the Kremlin’s terms are as follows:
1) Recognition of Crimea as Russian territory
2) Recognition of the independence of Donbas (Donetsk and Lugansk)
3) Change in the Constitution in order to ensure the neutrality of the country (ie to never join NATO)
4) The vertical and complete, without asterisks, absence of foreign military forces from the Ukrainian territory.
“In fact, Putin never refused to meet with Zelensky, but in order to do that, the conditions must be prepared, that is, the (Ukrainians) must sign the document of the agreement,” Dmitry Peshkov said. “At the moment we do not have any new information about this,” the spokesman for the Russian presidency added.
