Chapa Lula-Alckmin wants to change fuel price policy; see proposals

Resume the policy of valuing the minimum wage. Change labor, tax and social security laws. Fight inflation with the help of the exchange rate and new pricing policies for energy and fuel.

These are some of the proposals for the economic area that are part of the document revealed by Sheet with the guidelines for the elaboration of the government plan of the Lula-Alckmin ticket.

Inflation and fuels

One of the themes that occupies more space in the preview of the program prepared by the PT is the fight against inflation, a subject that also mobilizes the government of Jair Bolsonaro (PL), currently in second place in the electoral polls.

“It is a priority task to fight inflation and face the famine, in particular that of food and fuel and electricity”, says the document.

At a time when Petrobras is criticized by the government itself for following a policy of parity in international prices, the PT document states that, “in the case of fuel prices and electricity tariffs, it is necessary to implement policies that involve the consideration of production costs in Brazil, the effects on consumers’ budgets and the expansion of the sector’s productive capacity”.

He also says that “the passive orientation towards exchange rate policy in recent years has accentuated the volatility of the Brazilian currency against the dollar with perverse consequences for the price index”.

Change in spending cap

The document talks about revoking the spending ceiling, “which is dysfunctional and has totally lost its credibility”, and defends the construction of “a new fiscal regime that has credibility, predictability and sustainability”.

With a proposal that is similar to Senator Jaques Wagner’s PEC (PT-BA) that provides for a portion of public investment outside the general expenditure limit, the document speaks of a regime that guarantees counter-cyclical action and strengthens the articulation between public and private investments. .

Although it does not speak of revoking the 2019 pension reform, the document advocates seeking a pension model that reconciles increased coverage with sustainable financing. In other words, balance the accounts by increasing the number of taxpayers.

Labor and tax reforms

The document defends the repeal of the Temer government’s labor reform and the construction of new legislation on the subject, which gives special attention to informal and application workers.

Regarding tax reform, the proposal is to simplify and reduce consumption taxation, without specifying whether the projects being processed in Congress on the subject would serve as a model. It also includes raising income taxes on the very rich, without detailing how this would be done.

reindustrialization

The proposed reindustrialization presented deals with some points that guide this policy in other countries, such as the search for new technological and environmental bases, but does not mention international insertion.

Public and other state banks

Institutions that had their role reduced in the last two governments, public banks are mentioned in the paragraphs that deal with the increase in public investment, the strengthening of state-owned companies and a program to renegotiate the debts of families and small and medium-sized companies (a topic already addressed by candidate Ciro Gomes).

The document also rejects the privatization of state-owned companies, specifically Petrobras, Eletrobras, Correios and PPSA (Pré-Sal Petróleo SA).
