Government of Goiás also reduces ICMS on fuels

After São Paulo, the government of Goiás also announced a reduction in ICMS rates on fuel, energy and telecommunications to adjust the tax to the ceiling established by law enacted by President Jair Bolsonaro on Thursday (23).

Other states are still awaiting the result of a meeting scheduled for this Tuesday (27) with the Minister of the Federal Supreme Court (STF) Gilmar Mendes to try to conciliate the federal government in a process in which the AGU (Advocacy General of the Union) asks for the immediate implementation of the measure. .

In Goiás, the ICMS on gasoline goes from 30% to 17%. The rate applied to ethanol drops from 25% to 17%. In the case of diesel oil, in addition to the rate reduction from 16% to 14%, the tax will be calculated on the average of prices practiced in the last 60 months, until December 31 of this year.

Thus, gasoline should have a discount of approximately R$ 0.85 per liter in the price of gasoline, R$ 0.38 per liter in the price of ethanol and R$ 0.14 per liter in the price of diesel. Last week, the products had an average price in the state of R$7,478, R$4,825 and R$7,562 respectively.

“The measure takes effect immediately in Goiás territory”, informed the state government. In telecommunication services, ICMS increases from 29% to 17%. For electric energy, the new rate will be 17% — before it was 25% for low-income families and 29% for other consumers.

The government of Goiás estimates a loss of revenue of R$ 3 billion by the end of the year. In 2021, the state collected BRL 23.5 billion from ICMS, according to data from Confaz (National Council for Finance Policy).

The council should meet this Tuesday, after meeting with minister Gilmar Mendes, to discuss the application of the new rates. For now, states have avoided statements on the subject.

Also on Monday, Governor Rodrigo Garcia (SP) announced the reduction of ICMS on gasoline from 25% to 18%. He stated that the expectation is a drop of about R$ 0.48 at the pump. Considering the average value of R$ 6.97, the liter of fuel would be below R$ 6.50 with this decision.

A document published in the Official Gazette of the state this Monday by the Secretary of Finance says that the reduction also applies to ethanol, aviation kerosene, electricity and communication services, considering the date of last Thursday (23).
