Suspended or blocked BPC can be reactivated; see what to do

The lack of updating of data in CadÚnico (Cadastro Único) is one of the main causes that lead the INSS (National Social Security Institute) to block or suspend the payment of the BPC (Benefit of Continued Provision) in the amount of a minimum wage (R $1,212).

The assistance benefit is paid to the elderly or people with disabilities who have an income of up to a quarter of the minimum per person in the family (R$ 303 this year). BPC is paid even to those who have never contributed to Social Security.

Those who receive the BPC go through a kind of fine-tooth comb every two years. If the data is not up to date, income is blocked or suspended. To receive it again, you need to update the information on CadÚnico and then ask for the reactivation of the amounts on Meu INSS or at a Social Security agency. In this case, the service is scheduled by 135.

How to reactivate the BPC blocked due to lack of CadÚnico update

The insured must update their data, which is done at a Cras (Social Assistance Reference Center). Then, you must look for the INSS and request the “Reactivate Benefit” service.

At Central 135, which operates from Monday to Saturday, from 7 am to 10 pm, the insured will have to inform that it is a request for reactivation of BPC after updating the CadÚnico data. If you want a face-to-face service, you will have to schedule a trip to an agency.

• Access the My INSS app or website
• Click on “Enter com gov.br”; enter the CPF and go to “Continue”
• Then enter your password and go to “Sign in”
• On the next page, where it says “What do you need”, type “Reactivate Benefit” and click on the option
• Update the data if necessary and click “Next”
• Answer the questions asked and send the documentation that proves the CadÚnico update
• Explain to the INSS the reason for the reactivation request and say that you want to follow up through My INSS, through 135 or by email
• Write down the protocol number and end the service

According to the INSS, there are differences between blocking and suspension. Blocking is a punctual action, which affects the payment of only one accrual, that is, the insured does not receive payment for at least one month. The suspension, on the other hand, prevents the generation of any credit, that is, it stops the BPC being paid.

Blocking is usually what happens to those who have outdated CadÚnico. The registration data that allow the government to know if the family still meets the income criteria to receive the BPC, informs the INSS.

About 1,000 beneficiaries are out of date. In January, the number was much higher, at 5,500. To facilitate the resumption of payment, at the beginning of June, the INSS published an ordinance in which it creates a specific task for servers in the event of suspension or blocking of the BPC.

The document contains rules such as a period of up to 30 days to respond to the insured who requests reactivation. In addition, it informs that the entire process is done exclusively remotely, without having to go to an agency. However, the insured who wants to will have this right.

Insured has the right to appeal to the INSS if there is a cut

Lawyer Roberto de Carvalho Santos, president of Ieprev (Institute of Pension Studies), says that in the pandemic, with the closing of Cras, many policyholders were left without updating their data. However, he recalls that the INSS also failed to carry out the review.

Santos warns that the beneficiary with suspended or blocked BPC must update their information as soon as possible. If you lose income, it can be difficult to get it back, but there are two ways: file an appeal against the cut or wait 30 days and ask for a new BPC. The second option is risky.

“If you can’t go to a Cras unit to update the data, you have to appoint an attorney. And any transfer of benefit has to be informed to the beneficiary, as there is the right of ample defense”, he says.
