Government extends IPVA exemption for disabled drivers in SP

The exemption from IPVA (Tax on the Ownership of Motor Vehicles) 2022 for drivers who are PCD (people with disabilities) was extended by the Government of the State of São Paulo until November 30 of this year, according to a resolution published in the Official Gazette of the state this Wednesday. thursday (20th).

The initial term would expire on July 31. Drivers who already had exemption in 2020 and 2021 had the benefit guaranteed until that date. However, to obtain the exemption also in 2022, it was necessary to file an expert report attesting to the disability.

With the new deadline, owners of vehicles that can benefit will have more time to get the report and send it to the body that will determine the right not to pay the tax. For drivers who do not submit a report or whose report is not approved, the deadline to pay the IPVA 2022 goes until December 31.

According to information from the State Department of Finance and Planning, those who have already paid the tax installments at the beginning of this year will have the reimbursement of the amounts. The refund will be made available at Banco do Brasil until August 31. Estimates are that 375,000 drivers in the state will be exempt in 2022.

Anyone entitled to a refund does not need to request the money. The Treasury informs that the amount will be available at Banco do Brasil branches and will be released with the presentation of the owner’s RG and the vehicle’s CRLV (Certificate of Vehicle Registration and Licensing).

How will the exemption

To request the exemption from IPVA 2022, you will need to file the required documentation through the Sivei (Vehicle System) website. In addition to the basic documents of the driver or his attorney, it will be necessary to attach the report, which is made by Imesc (Institute of Social Medicine and Criminology of São Paulo).

Drivers complain about a failure in the accreditation of clinics by Imesc, which prevents them from scheduling the expertise, performing the exam and proceeding with the request for free. When contacted, Imesc did not comment.

To guarantee entitlement to the benefit, the medical report will need to be signed by two experts: a doctor and a specialist such as a physical therapist, social worker or psychologist, for example. If you meet the requirements, the driver will be automatically exempted.

Before requesting the exemption, it is necessary to consult the vehicle’s situation on the Farm’s website, in Cidadão, in the second item on the right, where it reads IPVA. In the consultation, which is carried out with the vehicle’s license plate, the driver receives information if his IPVA 2022 exemption is granted, suspended or nothing appears.

The Treasury informs that the DEFERRED situation indicates that the exemption from IPVA 2022 is confirmed, no additional action by the taxpayer is necessary and there is no need for a new expertise. For those who have the situation as suspended or nothing is mentioned, it is necessary to wait for the opening of the expert’s scheduling system by Imesc.
