Self-employed truck drivers who are registered with ANTT (National Agency for Road Cargo Transport), but did not receive the benefit this Tuesday (9) at Caixa, still have a chance to win the installments of R$ 1,000. The professional who is regularly registered within the deadlines established by the government, but has not registered a cargo transport operation this year, will need to make a Self-Declaration of the TAC Registration Term.
According to Dataprev, a technology company responsible for processing aid data, in addition to the need to have the RNTR-C (National Registry of Road Cargo Transporters) in force on May 31, the driver would need to have the registration considered active in July 27th and have a record of road freight transport operation until the same date. Other criteria that prevent the professional from receiving the aid are having an irregular CPF or CNH.
Until May 31st – the deadline established – there were more than 870 thousand professionals registered as TAC (Autonomous Cargo Carrier) in the RNTR-C, according to ANTT.
After a cross-checking of data, only 21% of the total registered were qualified to receive the two installments: 190,861 truck drivers received assistance in this first stage, which generated criticism from representatives of the category.
According to the MTP (Ministry of Labor and Social Security), the professionals who received the amount of R$ 2,000 – referring to the July and August installments – had a regular registration and had transport operations registered with ANTT in 2022.
In the case of truck drivers who have an active registration in the RNTR-C, but who have not registered a transport operation this year, the self-declaration can be made on the Emprega Brasil Portal, or on the Digital Work Card application, between the 15th and 29th of December. August.
For those who settle in this period, the payment of the first and second installments of AuxÃlio Caminhoneiro is scheduled to be deposited on September 6th.
Anyone who does not settle within the deadline will not be entitled to the first three installments and retroactive amounts will not be paid.
Low number of enabled generates criticism
Self-employed truck driver and director of CNTTL (National Confederation of Transport and Logistics Workers), Carlos Alberto Litti Dahmer says he was surprised by the low number of professionals qualified to help.
The confederation’s estimate was that at least 600,000 professionals from all over the country –out of the total number of drivers registered with ANTT–, would be qualified.
“It’s a very low number. It’s almost a third of the minimum we expected. I think there may have been a glitch in the system.”
Wallace Landim, known as Chorão –one of the main leaders of the 2018 truck drivers’ strike–, says that there was a lack of transparency in the criteria adopted for the selection of qualified drivers. He also claims that the benefit is not enough to solve the category’s problems.
“This amount of R$ 1,000 makes no difference for those who work in road transport. Now, serving only 21% of drivers is a very low number. This shows a total lack of control happening within the transport segment.”
“We still haven’t been able to clearly understand the criteria for who is eligible to receive the aid. In theory the government says one thing, but in practice it is another”, says José Roberto Stringasci, president of ANTB (National Transport Association of Brazil) .
According to the MTP, anyone who does not agree with the result of the information processing may appeal through a form that will soon be available on the agency’s website.
Five situations in which the benefit will not be paid to drivers
- Truck driver whose CPF is pending regularization at the Federal Revenue Service, in a suspended, cancelled, null situation, or of a deceased holder;
- Truck driver whose CPF is linked to the granting of a pension for death of any nature or the reclusion allowance;
- Truck driver who holds a benefit for permanent incapacity to work (disability);
- Truck driver who has a suspended CNH (National Driver’s License);
- The benefit is not cumulative with the Taxi Driver Benefit and will be paid only one per CPF, even if the beneficiary has more than one registered vehicle.
