President Jair Bolsonaro regulated, through a decree published this Friday (3), the Brazilian Gas Aid Program, which will pay a gas voucher for low-income citizens to buy the 13-kilogram cylinder. In all, 5.58 million families will benefit.
The benefit will start to be paid this month and the amount should be R$ 52. By law, the aid will be half the average price of a gas cylinder, according to a survey carried out by the ANP (National Agency for Petroleum, Natural Gas and Biofuels) based on the last six months. In all, the Ministry of Citizenship is going to invest R$300 million in the program.
The ANP must disclose the average gas price by the tenth business day of each month. According to a current survey, the cylinder costs an average of R$ 102.48 and the estimate for next year is R$ 112.48. As a result, beneficiaries should receive R$52 this year and R$56 in 2022.
According to the decree, the operationalization of the measure will be made by the Ministry of Citizenship, which should publish a calendar for the release of the values ​​shortly. Payment will be made by Caixa Econômica Federal, through Caixa Tem, which is also used in AuxÃlio Brasil.
Families enrolled in the CadÚnico with monthly per capita family income (per family member) less than or equal to half the minimum wage (R$550 this year) are entitled to the benefit. Families with BPC members will also benefit. The gas voucher will be paid every two months. The income of those who receive Brazil Aid will not count as a family income criterion.
Women heads of households have priority to receive the benefit, as well as women victims of violence. For this, an agreement was made with the CNJ (National Council of Justice).
In addition to the basic payment criteria, the granting of the benefit will be made in accordance with the following order of criteria, for families that successively:
- Have updated the CadÚnico data in the last 24 months
- With the lowest per capita income
- With more members
- Who receive the Brazil Aid
- With qualified registration by the manager through the use of investigation data, when available
Registration for payment
There will be no registration opening to receive the benefit. The government will use the information from CadÚnico. Whoever is in line and is authorized to receive Brazil Aid, for example, may benefit from the gas voucher.
By law, the program will be financed with resources from the federal government’s royalties in the production of oil and natural gas under the production-sharing regime, part of the sale of the Union’s oil surplus and signature bonus in bidding for areas for the exploration of oil and natural gas.
In addition, other resources provided for in the Budget may be used, in addition to Petrobras dividends paid to the National Treasury. The program also has as its source of income the part of Cide (Contribution for Intervention in the Economic Domain), which focuses on fuel, which belongs to the Union.
