Vaivém: Is Brazil prepared for the agriculture of the coming years?

The country is in the election period, but it does not see economic proposals from candidates and, much less, specific programs for agribusiness, which has moved a good part of the economy.

Will the “granary” of the world called Brazil continue in the coming years with sufficient competitiveness to face its main partners? In addition to plans, agriculture needs correct assessments.

This Wednesday (31), the European Union began to approve its package of strategic plans for the CAP (Common Agricultural Policy) for the bloc. Seven countries already have the guidelines to be followed. Each one with its specificities, but within an overview of the block.

From California come other concerns this week. The state wants a radical shift in sales of new passenger cars, which are expected to be powered by a new energy base.

This could redefine sales of agricultural products, including corn, a cereal essential for ethanol production in the United States.

California has great power of influence in the other states of the United States, when it comes to definitions of rules for the elimination of pollutants. From 15 to 17 states would follow Californian rules.

The actions taken by Europe, in general, impose new requirements for the Brazilian product. The evolution of demand for agricultural products in other regions must also be analyzed and taken into account by any agricultural policy.

Everything that is decided by the Europeans, in terms of policy for the sector, or by the Americans, in a possible change in demand, will affect Brazilians.

Back to Europe. European leaders say that agriculture is a long-term business, and that farmers need to have a clear legal and financial framework for the future in the bloc’s countries.

Hence the new agricultural plan, which starts in 2023 and lasts for five years. The objectives are to allow agriculture and livestock a sustainable, resilient and modern phase.

Financing is not lacking. For the first seven plans already approved — 21 are missing — 120 billion euros (R$ 627 billion) will be available. Of this amount, 34 billion euros (R$ 178 billion) have environmental, climate and ecological objectives.

Development funds will target local rural activities. The programs aimed at young farmers alone will have 3 billion euros (R$ 16 billion).

The basic goals for all countries in the bloc are the ten main objectives of the CAP. Among them, the guarantee of a fair income for the farmers; increased competitiveness; the improvement in the performance of the producer in relation to climate change actions, in addition to environmental care, landscape preservation and biodiversity.

Funding from the European Commission will also be allocated to the search for innovation and greater knowledge in the activity, to support family transition and protection of food quality and the health of producers.

During the period from 2023 to 2027, the Common Agricultural Policy of the European Union will have 270 billion euros (R$ 1.41 trillion).

Milk It’s not just Brazilians who struggle to pay the price of milk. According to Cepea, the national product is at R$ 3.57 per liter and was up 61% from January to August, in real terms.
