In campaign, Bolsonaro promises to announce 13th of Auxílio Brasil for women

One day after the first round of elections, President Jair Bolsonaro (PL) announced on his social media that the federal government will announce the payment of the 13th Auxílio Brasil for women.

The representative did not give details about the expansion of the benefit, when it will be officially announced and when it will start to be paid. He just posted an image in which he says he will make the announcement.

The 13th payment of the benefit for women is one of the government’s bets to boost the campaign for reelection in the second round.

Bolsonarism showed strength in Sunday’s elections (2), with the president managing to take the election to the second round and elect significant benches in the Chamber and Senate. In addition, Bolsonaro allies won the gubernatorial elections.

On the other hand, the president has the challenge of winning votes to overtake his opponent, Luiz Inácio Lula da Silva (PT). The president ended the first round with 43.2% of the votes, against 48.4% for the PT. The difference in votes between the two was almost 6 million.

The payment of the 13th of Auxílio Brasil for women still seeks to reach an audience in which Bolsonaro is strongly rejected. The president’s campaign has invested in efforts to win the female vote, using First Lady Michelle Bolsonaro and emphasizing the theme in Bolsonaro’s speeches, which has highlighted initiatives aimed at this audience – even if many of them are from Congress and not the Executive. .

On another front, the federal government also announced on Monday the anticipation of the Auxílio Brasil payment calendar for the month of October. With the change, the benefit will begin to be paid on the 11th and deposits will end on the 25th. Payments are made by Caixa Econômica Federal.

With the measure, payments of the R$ 600 aid will be completed before the second round, which will take place on October 30th. The original calendar provided for deposits between the 18th and 31st of October.

Bolsonaro had already been betting on expanding Auxílio Brasil to improve his performance in the first round of elections. The amount of R$ 600 for the benefit began to be paid in August, just under two months before the election.

The increase in the value of the program was possible after the approval of a PEC (proposed amendment to the Constitution) in Congress that ran over laws that deal with elections and public accounts to boost benefits in the midst of the presidential race.

In addition to providing for an increase from R$ 400 to R$ 600, the proposal sought to eliminate the Auxílio Brasil queue and also doubled the value of the gas voucher and created an aid for truck drivers and also for taxi drivers.

The amount of R$ 600 is expected to be paid only until December 2022. Although the president promises to keep the amount next year, the budget proposal sent to Congress does not provide for the new benefit amount. Bolsonaro declared that the approval of a new PEC would be necessary to maintain the R$ 600 in 2023.

In another measure related to the benefit, the government last week regulated the payroll loan for beneficiaries of Auxílio Brasil.

Despite the campaign’s efforts, the expansion of Auxílio Brasil did not reverse the PT’s winning trend in the country’s poorest municipalities, according to data from this Sunday’s vote.

THE Sheet observed the voting pattern of the two candidates in Brazilian municipalities, considering the coverage of the social program that replaced Bolsa Família. The analysis was carried out with 99% of the polls selected.

The data indicate that the probability that Bolsonaro won in a given city decreases as the share of families benefiting from the cash transfer increases. An inverse pattern, beneficial to the PT, has been observed since 2006.

The statistics show a significant correlation between the numbers of Auxílio Brasil and the polls. It is not possible to say, however, that there is a cause and effect relationship, as other variables influence in parallel, such as the size of the city and its Human Development Index (HDI), for example.
