Bolsonaro reacts to proposals from Ciro and Lula and revives program for indebted

After his campaign said in the first round that there would be no proposals to forgive family debts, President Jair Bolsonaro (PL) announced this Thursday (6th) a program to forgive family debts.

Although it is being presented as a “launch” by Caixa Econômica Federal, the Você no Azul da Caixa program is not new (it was launched in 2019). The proposal is to renegotiate debts that people and companies have with the financial institution.

According to the candidate for reelection, the program will be able to pardon up to 90% of debts. The announcement comes after his main competitor for the presidency, the candidate, Luiz Inácio Lula da Silva (PT), who already had a plan for the indebted, also agreed to consider the proposal of Ciro Gomes (PDT), whose campaign had as flagship the debt negotiation.

Bolsonaro made the announcement in a meeting with elected deputies and in activity of the allied base at Palácio da Alvorada. The president said that the program will be officially presented by the president of Caixa, Daniella Marques, this Thursday afternoon.

“She will be announcing ‘Go Blue’ [o nome correto é Você no Azul], a program that will affect the lives of 4 million people who have debt with Caixa Econômica and 400,000 companies as well. Of the competitors in the first round, only Ciro Gomes (PDT) and Lula had proposals to renegotiate debts. In the case of PT, the government’s plan said that the idea was to do this through public banks and incentives for private institutions to offer adequate conditions to debtors.

Recently, Lula still accepted Ciro’s proposal that foresees zero debts of the SPC. The incorporation of the theme was placed as one of the conditions for the PDT to support the candidate in the second round.

The “SPCiro”, as it became known in the 2018 elections, consists of a government refinancing of debts with lower interest rates and longer payment terms.

Although the Você no Azul da Caixa campaign is not new, Bolsonaro’s announcement of a new round of the program 24 days before the second round suggests a change in the candidate’s route and a search for protagonism regarding a central theme in the current scenario. economy marked by high interest rates and inflation.

A recent survey by CNC (National Confederation of Commerce in Goods, Services and Tourism) shows that Brazilian families have never been so indebted as they are now. The level hit a record in August, reaching 79% of households in the country — the highest level since the survey began in 2010.

At this Thursday’s meeting, the president said he had spoken with the president of the Chamber, Arthur Lira (PP-AL), and it was agreed that there will be a legislative proposal to provide for the taxation of profits and dividends for those who earn more than 400 thousand reais as a way of to maintain the Auxílio Brasil of R$ 600 in 2023.

The increase in the value of the program, approved by Congress in the so-called PEC of Benefits, is expected to be in effect until the end of the year and, if there is no change, it would return to R$400 in 2023.

The reelection candidate, who is in second place in the polls of voting intentions in the second round of the election, once again said that, despite the criticism he received and pressure for changes, having kept the Minister of Economy, Paulo Guedes, gave right and highlighted what he considers an improvement in the country’s economic scenario.

The president stated that his ministry will continue, if re-elected, but perhaps he will create one or two more new portfolios.
