Group of Ipea researchers points to political use of the organ and defends vote for Lula

A group of 106 researchers linked to Ipea (Institute of Applied Economic Research), an agency linked to the Ministry of Economy, released a manifesto in which it defends the vote for former President Lula (PT) in the election next Sunday (30).

The agency was the target of complaints of political interference in the current administration and even issued a statement in which it threatened to punish researchers who published studies without authorization from the institution’s command.

Recently, Ipea employees also questioned the political use of the organ, with the launch of studies, during electoral periods, which did not comply with the technical-scientific rigor that guides the process of publishing works in the house, say the signatories.

Wanted to comment on the letter, Ipea did not respond.

In March, a change was made in the command of the institution, with the aim of achieving greater integration between the agency’s performance and the economic agenda of the Bolsonaro government.

In August, the new president of the institution contested recent research that points to an increase in the number of Brazilians in a situation of food insecurity or hunger. Servers sent to the Regional Attorney’s Office a request for an investigation for possible abusive practices.

Released this Thursday (27), the document “Group of Ipeanas and Ipeans in defense of democracy, institutions and the State” also criticizes the current government’s proposal for administrative reform, policies to combat the pandemic and attacks on the Judiciary, among other points.

“We do not condone the growing dismantling of public policies and the consequent lack of access to social rights. We do not condone the threats to institutions and the risk to democracy that we are witnessing daily,” says the document.

“In this context, the only possible path for the reconstruction of the State and democracy, for the defense of rights and the strengthening of public institutions is the election of Lula/Alckmin.”

In recent years we have followed several attempts to reduce the role of the State and discredit public careers with the objective of building a minimal State, whose actions would not be aimed at defending the rights of the population. There is no recognition of the importance of public servants to guarantee services that benefit the population.

The Administrative Reform proposal, contained in PEC 32/2020, is one of the expressions of these attempts. With the argument of efficiency and the fight against privileges, the PEC acts only at the base of the Executive, weakening public careers and, consequently, weakening the State itself. This attack on the public sector impacts not only the functioning and supply of services, but also the guarantee of the rights of indigenous peoples, quilombolas, as well as the fight against violence against women, against the LGBTQIA+ population and against the black population.

This attack also takes place through institutional harassment, which has reached an increasingly expressive number of public servants, a phenomenon already analyzed and described in a book published on the subject by Afipea in 2021, which shows how a set of public policies come being dismantled over the last few years and discusses cases of harassment in various bodies.

Recently, Ipea employees questioned, through their Association, the political use of the body, on the occasion of the launch of studies, in electoral period, which did not obey the technical-scientific rigor that guides the process of publication of works in the House.

The attack is also directed at science, as evidenced by the disastrous handling of the pandemic, with the defense of proven ineffective medicines, the adoption of a position contrary to social distancing measures and the delay in acquiring vaccines that cost thousands of lives; by the routine and unacceptable financial asphyxia of universities and research institutions; and, more recently, for the boycott of the appointment of the doctor and professor Deisy Ventura, nominated to assume a chair in the Emergency Committee of the World Health Organization (WHO).

Criticism of the STF is worrying. We are also concerned about the weight that the secret budget has gained and the lack of transparency in the application of these resources. It is essential to strengthen the foundations of the Democratic Rule of Law.

For all these reasons, we, individuals working and retired from the Institute of Applied Economic Research, are keen to take a stand. We do not condone the growing dismantling of public policies and the consequent lack of access to social rights. We do not condone the threats to institutions and the risk to democracy that we are witnessing daily. We understand that, in this context, the only possible way for the reconstruction of the State and democracy, for the defense of rights and the strengthening of public institutions is the election of Lula/Alckmin.
