In the last few months left to complete his term, President Jair Bolsonaro (PL) is preparing a package of measures in the Economy.

In the coming days, two of these proposals should be signed by the president, who lost the election to Luiz Inácio Lula da Silva (PT) this Sunday (30).

One of them is the creation of the Guarantee Fund by provisional measure aimed at housing financing for low-income or informal workers.

The idea of ​​the fund, according to Planalto advisors who participated in discussions with the Ministry of Economy, is to allow workers with monthly earnings of up to R$2,400 to hire funds from the fund to complete the value of the housing credit installments, paying a small fee. for the use of this mechanism built into the monthly financing fee.

Economics technicians claim that, with this financial vehicle, the informal borrower could afford higher monthly payments.

Today, they are only able to commit, on average, 17% of their monthly income due to difficulties in proving income. With the fund, it could reach 27%, having the chance to buy better quality properties with installments more in line with their real earnings.

The measure also benefits the construction sector, which requested the change to the Minister of Economy, Paulo Guedes.

Due to restrictions imposed by electoral legislation, this measure had been postponed because, in the government’s assessment, it would function as propaganda in favor of the president.

On other fronts, Bolsonaro should sign a provisional measure creating the Brazil Semiconductor Program, a plan for large industries to settle in the country and start manufacturing chips through tax incentives, subsidies, and even money from the BNDES (National Bank for Economic and Social Development). ).

The plan is a review of the rules of Padis (Program of Support to Technological Development of the Semiconductor Industry), created by Lula in 2007 and which conditioned tax exemptions to investments in research and development. The novelty is the possibility for interested companies to seek BNDES to finance their operations in the country.
