According to diplomatic sources, as a whole, the proposal was deemed satisfactory by the 15 countries that had signed the letter to impose a cap on natural gas.
The same sources said that Germany, Austria, Estonia, the Netherlands and Hungary had expressed their opposition, reiterating their concerns about the potential jeopardizing of security of supply. The five states called for an impact assessment to be carried out and underlined the importance of fully meeting the guarantees agreed in the October European Council conclusions.
The Commission, however, reportedly responded that the draft proposal is well structured, in order to meet the guarantees and send a clear message to the markets.
The EU Presidency concluded that the majority of Member States welcomed the proposal and some Member States expressed reservations and requested an impact assessment.
The Presidency underlined that for the energy council to be successful, the legislative proposal must be submitted in advance. This sets the stage for the submission of the legislative proposal and for rapid progress towards its approval, if not by November 24, then December 19, or earlier if a new emergency Energy Council is convened.
