INSS life test becomes mandatory again in January

The proof of life from the INSS (National Social Security Institute) becomes mandatory again from 2022 and the agency will already suspend benefits for lack of re-registration from February. In the country, 3,313,845 policyholders still need to take a life test by the beginning of 2022, according to INSS data from October, the latest available. In total, 32,994,656 have already made the faith of life (adding the re-registrations carried out in 2020 and 2021).

Two groups need to update by January 31: January birthdays and beneficiaries who have expired proof of life between November 2020 and June 2021. Those who miss the deadline will have their payment suspended in February, informed the INSS.

From 2022 onwards, all banks will consider the anniversary month for proof of life. According to INSS ordinance, proof should preferably be done by electronic service from the bank responsible for payment, using biometrics. Banks also provide this type of service in person, for those who need it.

All beneficiaries whose proof of life expired between November 2020 and June 2021 will have until January 31st to update. Pensions, pensions and other benefits of these policyholders were not cut because the mandatory re-registration is suspended until December 31, 2021, according to the September law.

The INSS created a calendar of expiration dates for the resumption of the mandatory proof of life, with deadlines that go until April 2022. In February 2022, for example, the tolerance for those who have the proof of life expired in July and August 2021.

Even though it is not mandatory, the proof of life continues to be carried out by banks. In other words, there is no need to wait until 2022 to re-register. According to the INSS, around 36 million beneficiaries must take proof of life annually. The procedure will once again be mandatory for everyone who receives benefits through a checking account, savings account or a magnetic card.

How locks work

From January 2022, in case of absence of proof of life in the month of the insured’s birthday, the INSS will send the two following payments with blocking to the banks. If proof of life is not made after the second block, the benefit will be suspended. After six months of suspension, it will be canceled (ended).

If the benefit is with payment blocked or suspended, the beneficiary must go to the bank and provide proof of life. With that, income will be reactivated, and payments will be released. After cancellation, the benefit will have to be reactivated through biometrics by the application my INSS. Proof of life must be provided at the bank where the retiree or pensioner receives his benefit. The insured must bring an identity document with a photo (RG, driver’s license or work permit). The procedure is carried out in person at bank branches, at ATMs (for those who have biometrics registered) and, at some institutions, through internet banking or on the banks’ official applications. There are institutions in which operations in which the client uses biometrics in the month of re-registration validation are already considered proof of life.

People over 80 years old and beneficiaries over 60 years old who have mobility difficulties can take the home life test. The beneficiary or a family member can schedule, by calling 135 or by My INSS, a visit by an employee of the agency.

Anyone who cannot go to the bank due to mobility difficulties or illness can provide proof of life through an attorney. But, for this, the power of attorney must be previously registered with the INSS. Proof of life by proxy is also an alternative for beneficiaries living abroad.

Banks must ensure priority for seniors

The INSS ordinance that unified the month of birthdays as a criterion for maturity establishes that banks must facilitate and assist beneficiaries who are over 80 years of age or who have difficulty traveling to avoid traveling to the bank branch as much as possible. If this occurs, the beneficiary must have maximum service preference.
