Economy Minister Paulo Guedes gave in to the requests of President Jair Bolsonaro (PL) and asked Congress to set aside R$ 2.5 billion in the 2022 Budget to grant salary readjustments in an election year.
The letter, anticipated by the leaf, does not mention the categories covered. The head of the Executive, however, has already signaled that the federal government’s police bodies will be attended to.
“It’s not good to talk before things happen. But we have a meeting with the economic team to discuss something that interests all of you,” said Bolsonaro on Tuesday (14) at an event at the Planalto Palace on PRF (Road Police) actions Federal) on the roads.
In the document, Guedes makes it clear that the reservation is necessary “in view of the decision of the President of the Republic regarding the restructuring of certain careers in the Federal Executive Power”.
The official letter was sent to the Budget rapporteur, Deputy Hugo Leal (PSD-RJ), who may or may not incorporate the request in his opinion, which must be presented on Monday.

On Tuesday, Bolsonaro discussed this matter in a meeting at Planalto Palace with the Minister of Justice, Anderson Torres, the directors-general of the Federal Police (PF), Paulo Maiurino, the Federal Highway Police (PRF), Silvinei Marques, and the Department Penitentiary (Depen), Tânia Fogaça.
A day earlier, Torres and the heads of the corporations went to the Ministry of Economy to talk to Guedes about the proposal.
The Ministry of Justice’s calculations pointed to a cost of R$2.8 billion to implement the restructuring of careers. The expense until 2024 was estimated at R$ 11 billion.
In the Ministry of Economy’s official letter, Guedes addresses the need to set aside R$ 2.5 billion for primary expenses, which affect the spending ceiling, the rule that limits the advance of expenses to the variation of inflation.
Another R$355 million are financial expenses, which are not subject to the ceiling. They will pay the Union’s contribution to the social security system of these servers.
The economic team also informed the rapporteur that it is necessary to include in the Budget a specific authorization for the restructuring of careers. This is a requirement of the Constitution and the LRF (Fiscal Responsibility Law).

According to palace assistants, the police complain that, despite being close to the president, they did not benefit during the three years of government, as the military did.
The last adjustment given to these careers was also approved by the Michel Temer (MDB) government and entered into force on January 1, 2019.
Despite the complaints, the federal government’s police officers are among the highest salaries on the Esplanada.
In PF, an agent’s remuneration ranges from R$12,522.50 to R$18,651.79 monthly, according to the Federal Government’s Statistical Panel of Personnel. Delegates earn from R$23,692.74 to R$30,936.91.
In the PRF, maturities range from R$9,899.88 to R$16,552.34 per month. Depen agents, in turn, have remuneration between R$5,572.23 and R$10,357.30, according to panel data.
Of the three corporations, the proposal that is most forwarded is that of Depen, which would have already been built with the Ministry of Economy in recent months. But the idea is that all three restructurings —and readjustments— are announced together.
According to reports from those who follow the discussions, the idea for federal police officers is to implement a standard career staggered promotion every five years. The goal would be to avoid career evasion.
The PRF, on the other hand, would have the most radical change in the career structure, according to the Torres ministry plan, also with a salary impact.
In the case of Depen, the idea is to transform the position of federal criminal enforcement agent into a federal criminal police officer, linked to the ministry, changing the career entirely.
To accommodate the additional spending on restructuring police careers within the spending ceiling, the Ministry of Economy sees a need to cut other spending in the budget.
In the official letter, Guedes emphasizes the need to respect the ceiling, which limits the advance of expenses to the variation of inflation.
The definition of a value for the restructuring of careers, through an official letter, is an attempt by the economic team to limit the expansion of expenses on this front.
This Thursday (16), however, the Senate’s IFI (Independent Fiscal Institution) indicated a space of R$ 35.5 billion for Bolsonaro to spend freely in an election year.
At the Ministry of Economy, technicians recognize that the indication of readjustment to the police may end up reinforcing the pressure of other categories for the same treatment.
Although the government is now requesting the inclusion of the reserve in the 2022 Budget, the implementation of the adjustments may still take time.
After approval and sanction of the budget piece, the Executive must send a bill proposing the restructuring of careers.
The text must pass through the Chamber and Senate before being sanctioned by Bolsonaro. The readjustments would be applied only after these steps.
Therefore, for members of the Economy, the trend is that any restructuring will only have financial effects from May 2022.
The Minister of Justice even suggested on Tuesday (14) the edition of a provisional measure, which would be effective immediately.
The request, however, faces resistance from economic technicians. In their assessment, a salary adjustment does not meet the requirements of relevance and urgency for the president to sign a measure with the force of law.
Despite this, other adjustments to categories of civil servants have already been granted via MP, such as for tax auditors from the Federal Revenue, at the end of 2016.
