Alckmin talks about BRL 10 billion for Minha Casa, Minha Vida

The vice-president-elect, Geraldo Alckmin (PSB), said this Wednesday (7) that the Casa Verde e Amarela program, former Minha Casa, Minha Vida, should have around R$ 10 billion with the open space on the roof of expenses by the PEC (proposed amendment to the Constitution) of the Transition.

Alckmin reinforced that the amount is approximate and will still be defined by the LOA (Annual Budget Law) in Congress.

“In the proposal originally discussed, it was up to R$ 15 billion for Casa Verde e Amarela, called Minha Casa, Minha Vida. around R$ 10 billion,” he said.

“What is not possible is to maintain the current situation, which has R$ 32 million, for works throughout the country.”

The statement was given to journalists after the 95th National Meeting of the Construction Industry, of the CBIC (Brazilian Chamber of the Construction Industry).

In the first articulation test of the elected government, the PT managed to approve this Tuesday (6) the PEC (proposed Amendment to the Constitution) of the Transition in committee in the Senate—although with a lower value and shorter time for the presentation of a new tax rule.

The proposal approved by the CCJ (Constitution and Justice Commission) increases the spending ceiling for the inclusion of Bolsa Família for a period of two years and reduces the total fiscal impact to R$ 145 billion annually in 2023 and 2024 – R$ 30 billion less than the one presented initially.

The PEC also provides for an additional BRL 23 billion for investments outside the ceiling in case of extraordinary revenue collection. In practice, the extra expense is R$ 168 billion.

In addition, it paves the way for spending to be expanded as early as 2022 and leaves a gap for possible leftovers from the expansion to Bolsa Família to be used in areas other than social.

The allocation of these resources will be given at the LOA, but this is the first time that a member of the transition has spoken about values ​​about Minha Casa, Minha Vida. According to Alckmin, given the cut in the budget promoted by the government of Jair Bolsonaro (PL), track 1 of the program, aimed at the most humble, is practically over.

“Civil construction generates jobs quickly, and it provides housing for those in need,” he said.

The vice-president also said again, during his speech at the event, that the elected government will not rule the union tax again.

“Labor reform is still legislated, agreed on legislated, it does not return union tax. It does not return union. We have to worry with who is in the informality”, he said. His statement was followed by strong applause from the audience of construction entrepreneurs.

On Saturday (26), the vice-president-elect said in a meeting with businessmen that the labor reform is important and that there would be no return of the tax, a speech that made him applauded by those present. Luiz Inácio Lula da Silva (PT), president-elect, has also said he is against the return of the fee, which was extinguished in the labor reform of 2017.

At this Wednesday’s meeting, the unionists stated that their proposal is currently that the categories define, in assemblies, whether or not workers will make contributions to the unions and what the percentages will be, which would not be paid on a compulsory basis.
