Lula meets with Lira to discuss voting on the PEC

President-elect Luiz Inácio Lula da Silva (PT) received this Sunday morning (18) the President of the Chamber of Deputies, Arthur Lira (PP-PI), to discuss the processing of the PEC on Spending.

The vote on the proposal, which is the big bet of the transition team to pay Bolsa Família in the amount of R$ 600, outside the spending ceiling, is scheduled for Tuesday (20). However, there are still disagreements about the duration of this special regime. The text expands the spending ceiling by R$ 145 billion and authorizes another R$ 23 billion in investments outside the spending limit for a period of two years, among other items.

In addition, the PEC is also affected by the division of the ministries of the future government and also the judgment of the Federal Supreme Court on the constitutionality of the amendments of the general rapporteur of the budget.

Lira arrived at the hotel where Lula is staying, in Brasília, around 10 am. Her train entered discreetly through the underground garage. But the meeting was confirmed by Lula’s press office.

The meeting with Lira takes place one day after Lula has received deputy Elmar Nascimento (União Brasil-BA), who is the rapporteur for the PEC, at the hotel.

The proposal enters a decisive week, given that the parliamentary recess begins next Friday (23). The PEC is the main bet to pay off the Bolsa Família spending ceiling in the next one, but it also makes room for R$ 23 billion in health and education.

However, it also makes room for the payment of the so-called general rapporteur amendments.

In the Chamber, there is still resistance regarding the period in which the payment can be made outside the spending ceiling. Senators approved a text predicting two years, but many deputies wanting to reduce it to one year.

However, parliamentarians point out that the main obstacles are still related to the definition of the ministry of the future government. Behind the scenes, it is said that Lira wants to appoint the future Minister of Health, a hypothesis that is rejected by the PT.

União Brasil, led by Elmar Nascimento, competes with the MDB for the portfolio of Mines and Energy.
