IPVA in SP: see dates, how to pay and get a discount

As of Monday (2nd), owners of 27 million licensed vehicles in São Paulo will be able to check the values ​​of the IPVA (Tax on Motor Vehicle Ownership) 2023 through the banking network.

The maturity calendar for the tax installments starts on January 11, for cars with final license plate 1. Payment can be made from the second day of the year, according to Febraban (Brazilian Federation of Banks).

Those who choose to settle the IPVA in cash in January will have a 3% discount. If it is paid in installments, the owner may pay the tax in three, four or five equal installments, as long as the minimum amount per share is R$68.52.

For the second year in a row, the valuation of used vehicles made the IPVA more expensive, but the increase will be smaller. In 2022, the tax rose by an average of 22.54% – the first increase in at least ten years, reflecting the difficulties that automakers faced due to the lack of parts for the production of new vehicles, due to the pandemic.

According to the Secretary of State for Finance and Planning of São Paulo, this time the appreciation of used or used vehicles was 10.77%, on average, according to the annual survey carried out by Fipe (Fundação Instituto de Pesquisas Econômicas) commissioned by the state, which considers the market value of vehicles, called market value.

The greatest appreciation was registered in the sale prices of used motorcycles, with a rise of 14.04%. In the sequence, trucks appear, with 13.37%.

The IPVA of cars in São Paulo ranges from R$ 54 to R$ 578 thousand, the amount paid for a Porsche 918 Spyder, year 2015, according to the state’s Secretary of Finance. The market value of this car in September 2022 was almost BRL 14.5 million.

Vehicle owners who fail to pay IPVA are subject to a fine of 0.33% per day of delay and default interest based on the Selic rate. After 60 days, the percentage of the fine is set at 20% of the tax amount. If the default persists, the debt will be registered in the Active Debt, in addition to the inclusion of the owner’s name in the State Cadin, preventing him from taking advantage of any credit he may have when requesting the São Paulo Invoice.

From the moment the IPVA debt is registered, the State Attorney General’s Office may collect it through protest.

Failure to pay the IPVA prevents the vehicle from being re-licensed. After the deadline set by the Detran for licensing, the vehicle may be seized, with a fine imposed by the transit authority and seven points on the CNH (National Driver’s License).

To make the payment, the taxpayer needs to go to an accredited bank branch, with the Renavam number (National Vehicle Registration) and make the collection at self-service terminals, via the internet or scheduled debit, at the cash counter or other channels offered by the banking institution.

It is also possible to make the payment at lottery outlets and with a credit card, at companies accredited by the Secretariat of Finance and Planning.

How to pay VAT

  • The owner of the vehicle must go to an accredited bank branch, with the Renavam (National Vehicle Registration) number and collect it at ATMs, via the internet or scheduled debit, at the cashier’s counters or other channels offered by the banking institution.

  • It is also possible to make the payment at lottery outlets and with a credit card, at companies accredited to the Secretariat of Finance and Planning

Owners will be able to choose between the following forms of payment with maturities according to the end of the license plate:

IN CASH

  • Single quota in January with 3% discount
  • Single quota in February without discount

INSTALLMENTS, WITHOUT DISCOUNT, MINIMUM QUOTE OF BRL 68.52

  • In 3 installments, from January to March (IPVA ​​between R$ 205.56 and R$ 274.07)
  • In 4 installments, from January to April (IPVA ​​between R$ 274.08 and R$ 342.5)
  • In 5 installments, from January to May (IPVA ​​above R$ 342.60)

WITH CREDIT CARD

Companies may charge fees for paying IPVA by credit card

Do not pay IPVA through guides issued in unofficial programs. In addition to the risk of fraud, such guides have presented errors that make it impossible to settle the debt, causing losses to the taxpayer.

IPVA CALCULATION

The tax is calculated on the market value of the vehicle for 2023, which can be checked by the license plate number in the Vehicle System (Sivei) of the portal.

The complete table with market values, which includes 12,621 different makes, models and versions of vehicles, was published in the Official State Gazette on Saturday (17).

As of January 2, the information will also be available on the banking network in bank applications, internet banking, ATMs and branches.

On the market value of the vehicle, the rate referring to the type of fuel used applies:

  • 4% for passenger cars
  • 2% for motorcycles and similar, single cab vans, minibuses, buses and heavy machinery
  • 1.5% for trucks
  • 1% for rental car vehicles registered in São Paulo

Destination of IPVA collection

  • 20% of the amount collected with the IPVA goes to FUNDEB (Fund for the Maintenance and Development of Basic Education and the Valuation of Education Professionals)
  • The remainder of the value is distributed 50% to the state and 50% to the vehicle registration municipality
