Executive manager Tarciana Medeiros will head Banco do Brasil and Rita Serrano will head Caixa Econômica Federal in the government of graduated president Luiz Inácio Lula da Silva (PT).
Medeiros will be the first woman to head BB, while Serrano will be the fourth woman to head Caixa. Before her, the position was occupied by Miriam Belchior, Maria Fernanda Coelho and Daniella Marques, current president.
The announcement was made this Friday morning (30) by the future Minister of Finance, Fernando Haddad (PT), after meeting Lula with the nominees at the hotel where he is staying in Brasília. According to him, this Friday the president of Petrobras should be announced – the main candidate is Senator Jean Paul Prates (PT-RN).
“They are talking a lot with the president, talking to me. They are absolutely aligned with President Lula’s government plan, they know the challenges that are posed in relation to the credit system in Brazil, with a very challenging agenda”, said Haddad.
The future Minister of Finance also stated that the first mission of the executives will be, in the next few weeks, to present ways of putting the “Desenrola” program, Lula’s campaign proposal for renegotiating the debts of the poorest families, on paper.
“An immediate project that we will have is to develop in the coming weeks the Desenrola, the issue of indebted families, low-income families, for which we are going to offer a special line of credit next year”, he stated.
Tarciana Medeiros graduated in Business Administration and joined Banco do Brasil in March 2000. At the bank, she worked in the areas of retail, branches and superintendencies. In 2021, she became Executive Manager of Customer Experience and Solutions for Individuals.
Serrano has been a Caixa employee for over 30 years and has held various positions at the institution. She serves as a representative of Caixa employees on the Board of Directors, to which she was elected for the first time in 2017.
In the last election for the council, this year, she was re-elected in the first round for the third term, with 91% of the valid votes, competing with more than 30 candidates.
Born in Santo André (SP), Serrano graduated in Social Studies and History, with a Master’s in Business Administration from the University of São Caetano do Sul.
Serrano’s nomination for the command of Caixa is seen with good eyes by former employees of the bank. There is the perception, according to sources heard by the Sheetthat, as a counselor, she played an important supervisory role and had a prominent role in the allegations of sexual harassment involving former president Pedro Guimarães, demanding the hiring of an external company to audit the case.
Such as Sheet showed, it was up to the president of the PT, Gleisi Hoffmann, to choose the command of the public banks. According to advisers to the graduated president, this was a way of compensating her for not taking up a ministry or any other position in the government.
Gleisi, who will remain in charge of the party, insists on increasing female participation in the elected government and defends women for the presidency of the two public banks.
With this, the PT also opposes the government of its predecessor Jair Bolsonaro (PL). Caixa was the scene of a harassment scandal, with the then president of the institution, Pedro Guimarães.
Caixa and BB should work as pillars of the Lula government 3. The first, as the executing arm of public policies, especially aimed at the most vulnerable; the second, for credit destined to agribusiness, which should continue to drive exports in the coming years.

Lula had already announced former minister and former senator Aloizio Mercadante for the presidency of BNDES (National Bank for Economic and Social Development).
