Revenue auditors will stoppage in protest against readjustment for police officers only

Internal Revenue auditors decided on Thursday (23) to paralyze their activities and hand over all leadership positions, in protest against the approval of the 2022 Budget, providing for salary increases only for federal police officers — who are one of President Jair’s bases Bolsonaro in society.

In an assembly this Thursday, the auditors approved five indicatives almost unanimously — with the favorable vote of 97% of the 4,287 participants.

The approved indicatives provide for the so-called “zero goal” for all sectors of the Internal Revenue and Carf (Administrative Council of Tax Appeals) —which means leaving the inspections without result—, the ostensible delivery of all positions in commission and functions of leadership, the suspension of all national and regional projects of the Operational Plan of the agency, the non-completion of activity reports and the beginning of the so-called standard operation in customs (except for medicines and live and perishable cargo).

The decision of the meeting provides for the maintenance of these shares until the time when the government publishes a decree regulating efficiency bonuses, the main demand of the category.

The movement of tax auditors began on Tuesday (21), the day Congress approved the budget for 2022. Deputies and senators complied with the request of President Jair Bolsonaro (PL), who wanted to provide police officers with a salary increase, its political base, in an election year.

The budget foresees R$1.7 billion for the readjustment of police officers. In addition, the approved bill also allocates R$4.9 billion to the so-called electoral fund.

The increase in police officers was requested by President Bolsonaro himself. Only PF, PRF (Federal Highway Police) and Depen (National Penitentiary Department), in addition to community health agents, obtained an adjustment forecast within the civil service.

The auditors’ initial reaction was an articulated action for the delivery of positions in commission, with the objective of leaving the Revenue “brainless”. By mid-afternoon this Thursday, 635 professionals had already left their leadership positions.

The Revenue has 7,950 auditors, 6,071 analysts and 2,938 commissioned functions. With the stampede, the servants leave their posts, but continue in their careers, once they are hired through.

The mobilization of the category reached Carf (Administrative Council for Tax Resources). The organ is a kind of court of the Revenue.

According to Sindifisco (category union), 44 auditors left their positions. With the measure, they will return to roles in the Revenue. In all, 635 auditors have already given up commissioned positions.

There were also 17 dismissals from Copei (General Coordination of Research and Investigation of Revenue), an organization that fights tax evasion, money laundering and financial crimes.

Wanted, the Ministry of Economy said it would not comment. The Revenue, in turn, did not manifest itself until the publication of this report.

Auditors complain that there was an agreement with the Economy to honor the payment of productivity bonuses, instituted in 2016, but that never came into practice.

The dissatisfaction of the Revenue servers is not isolated. After the disbandment of the agency, civil servants from other areas began to complain about the benefit to the police.

Also on Wednesday, the association of Ipea employees released a note complaining about the lack of salary adjustment, even after sending letters to the Economy with a request to replace the inflationary loss. The document was published after a meeting with the organization’s president, Carlos Von Doellinger.

“In view of the referrals of the meeting and without a negotiating table for the salary issue, the government’s stance has shown that a broader engagement of the group of federal civil servants will be necessary to reverse this situation,” said the organization, in the note.
