The owner of a vehicle registered in the state of São Paulo who has not paid the IPVA (Tax on Motor Vehicle Ownership) 2023 this month is prevented from paying the debt in installments.

The tax will expire in February in a single installment, without discount, according to the end of the vehicle’s license plate. If the new deadline is missed, the taxpayer is subject to a fine of 0.33% per day of delay and default interest based on the Selic rate.

After 60 days, the percentage of the fine is set at 20% of the tax amount. If the IPVA default remains, the debt will be registered in the Active Debt, in addition to the inclusion of the owner’s name in the State Cadin, preventing him from taking advantage of any credit he may have on the São Paulo Invoice. From the moment the IPVA debt is registered, the State Attorney General’s Office may collect it through protest.

Failure to pay the IPVA prevents the licensing of the vehicle. After the deadline set by the Detran for licensing, the vehicle may be seized, with a fine imposed by the transit authority and seven points on the CNH (National Driver’s License).

For the second year in a row, the appreciation of used vehicles will make owners pay more for IPVA, but the increase will be lower. In 2022, the tax rose by an average of 22.54% – the first increase in at least ten years, reflecting the difficulties that automakers faced due to the lack of parts for the production of new vehicles, due to the pandemic.

This year, according to the State Department of Finance and Planning of São Paulo, the average valuation of semi-new or used vehicles was 10.77%. The data is from the annual survey carried out by Fipe (Foundation Institute of Economic Research), which considers the market value of vehicles (sales value).

The greatest appreciation was registered in the sale prices of used motorcycles, with a rise of 14.04%. In the sequence, trucks appear, with 13.37%. Pickup trucks and SUVs rose 10.46%. Car sales prices recorded an average of 9.36% above the value of the previous year. Buses and minibuses had 8.57% of variation.

WHAT IS THE VALUE OF THE IPVA

The amount of tax to be paid can be consulted by the accredited banking network in bank applications, internet banking, ATMs and branches. Another option is to consult the market value of the vehicle for 2023, which can be checked by the license plate number in the Vehicle System (Sivei) of the portal.

On the market value of the vehicle, the rate referring to the type of fuel used is applied: 4% for passenger cars; 2% for motorcycles and the like, single cab vans, minibuses, buses and heavy machinery; in addition to 1.5% for trucks and 1% for vehicles from rental companies registered in São Paulo.

HOW TO PAY THE TAX

Payment is made using the Renavam (National Motor Vehicle Registration) number in the accredited banking network over the internet or scheduled debit, at self-service terminals, at cash counters or other channels offered by the banking institution. It is also possible to pay the IPVA at lottery shops and with a credit card at companies accredited to the Secretariat of Finance and Planning, but there are fees. Companies may charge fees for paying IPVA by credit card.

EARLY LICENSING

Owners who wish to anticipate the annual licensing must settle all debts that fall on the vehicle, including the IPVA, the licensing fee and, if applicable, traffic fines.

The annual vehicle licensing fee in São Paulo is R$ 155.23 in 2023, a nominal increase of 7% compared to this year and above the accumulated increase of 5.79% in official inflation.

Licensing begins to expire in July, organized by month, according to the end of the license plate, with the last expiration in December.

To license the vehicle, you must inform the Renavam number and pay via internet banking, application, ATM at partner banks (Santander, Bradesco, Banco do Brasil, Safra, Itaú and Caixa Econômica Federal) or at lottery outlets for vehicle debts, such as IPVA, possible fines and the licensing fee.
