Budget and planning officials threaten to stop and consider leaving senior positions

Employees in the planning and budget area of ​​the federal government decided in an assembly this Monday (3) to adhere to the indicative of stoppage in January as a way to pressure the Palácio do Planalto to negotiate a salary adjustment.

The strike date, scheduled for January 18, was announced at a meeting last week by Fonacate (Permanent National Forum for Typical Careers in the State), which representatives from the planning and budgeting area are part of.

The assembly, therefore, endorsed the calendar proposed by the forum.

Fonacate brings together 37 state career associations and unions, around 30 of which are from the federal public service categories, such as CGU (General Comptroller of the Union), diplomats, foreign trade analyst, National Treasury, Federal Revenue and auditors of the work.

According to the president of Assecor (National Association of Employees in the Planning and Budgeting Career), Márcio Gimene, the possibility of civil servants handing over management positions will still be evaluated, but without harming the management of the 2022 Budget, which still needs to be sanctioned by President Jair Bolsonaro (PL).

Representatives of the civil service elite met at the forum last week and began threatening the government with the possibility of stoppages of one or two days in January and even a general strike, without a deadline, starting in February.

The movement was triggered after the lobby of federal police took effect and corporations guaranteed resources for salary increases in 2022, with support from Bolsonaro.

“There cannot be any differentiated treatment for the security area [pública] without any technical justification for it,” said Gimene.

There are about a thousand civil servants (analysts and technicians) in the planning and budgeting career, 572 of which are active. Among the thousand servers, 650 are associated with Assecor.

The pressure from civil servants for readjustment has increased in recent days. The union that represents Central Bank employees (Sinal) also decided to adhere to the strike in January and started a movement to hand over leadership positions in the autarchy on Monday.

According to the entity, the monetary authority has around 500 commissioned positions.

The movement began with the delivery of commissions to the Internal Revenue Service in December. Sindifisco (category union) estimates that 1,237 auditors in management positions have already given up their positions.

The mobilization of civil servants was unleashed after President Bolsonaro pledged and promised a readjustment for police careers.

Only PF, PRF (Federal Highway Police) and Depen (National Penitentiary Department), in addition to community health agents, obtained a promise of readjustment within the civil service.

The Budget foresees R$1.7 billion for the readjustment, but there is no provision in the text for the use of this budget exclusively for these police careers.

After the Fonacate meeting, the entity pointed out that the majority of federal civil servants have their wages lagged by 27.2%, as there has been no readjustment since 2017.
