Delivery of public service positions reaches labor auditors

After similar movements by Federal Revenue and Central Bank servers, the union that represents the labor inspectors (Sinait) registers this week the delivery of more than half of the leadership and coordination positions.

This is yet another protest manifestation by the civil servants triggered after the intention signaled by President Jair Bolsonaro to grant salary increases to just a few categories – such as federal police officers.

The labor auditors demand the regulation of the efficiency bonus, foreseen by law for about five years, and protest against what they understand to be unequal treatment of the category.

The handover of labor auditors’ positions began after the government recently signaled the analysis of a similar claim by Federal Revenue officials.

Dissatisfied with the privilege for police officers, signaled at the end of last year, the Internal Revenue Service auditors have handed over jobs en masse since December and are pressing for the regulation of their own efficiency bonus. Amidst the movement, Bolsonaro has already signaled the analysis of the claim.

“[Sobre] the R$ 2 billion will be decided on who to go. It could be for part of the IRS staff, it could be for federal highway officers, criminals, or for nobody. Or give less than 1% to everyone. Let it calm down a little, we’ll make the best decision,” he said in December.

The Budget provides for BRL 1.7 billion for adjustments, but the text does not limit the use of this amount exclusively for police careers (despite the president signaling this intention in the government). The definition of the destination of the amount, therefore, remains open.

The Sinait (National Union of Labor Tax Auditors) does not agree with the regulation of the bonus only for the Revenue, and claims that it took the complaint to members of the Ministry of Labor and Social Security last Tuesday (4).

According to the organisation’s vice president, Carlos Silva, the servers are reaching a threshold of indignation with the government’s failure to regulate the portion.

“The category is in a permanent state of mobilization and, if the regulation does not advance in the coming days, Sinait will stiffen with other measures to be decided by the category in the national assembly”, he told the leaf. “We will not accept this discrimination where one category is met and ours is not,” he said.

According to him, up to now, 154 leadership and coordination positions have been delivered, out of 298 in total (that is, 51% of the total). “And this number will increase, because the protest demonstrations continue to arrive”, he affirms.

He claims that it is not possible to understand why the draft decree of the labor auditors is not being processed together with the one from the Internal Revenue Service. “Since 2017, we have received the bonus equally, there has never been any kind of differentiation,” he said.

According to him, the delivery of the positions is necessary for the regulation to advance and to make the draft decree, at the Ministry of Economy, go to the Civil House to be published jointly with the decree related to the Revenue.

The handover of leadership and coordination positions was decided in a national assembly held between December 27 and 29, says Sinait, by more than 95% of the affiliates who voted.

According to the organization, in the last weeks of 2021 an agreement had been signed to guarantee resources for the regulation of the labor auditors’ bonus in the 2022 Budget. But the piece was approved without the inclusion of the allocation.

Dissatisfaction in officialdom reaches other categories. Representatives of the civil servants’ elite decided in December that, to pressure the federal government to grant a general salary increase, they could carry out stoppages of one or two days in January and even a general strike, without a deadline, starting in February.

Sindifisco (category union) estimates that 1,237 auditors in management positions have already given up their positions.

The union representing Central Bank employees (Signal) started a movement to hand over leadership positions in the autarchy on Monday (3).

According to the entity, the monetary authority has around 500 commissioned positions. In a statement, Sinal said that a list will be drawn up in the coming days with the names of those who joined.

Employees in the federal government’s planning and budget area decided in an assembly on Monday (3) to adhere to the call for stoppage in January as a way to pressure the Palácio do Planalto to negotiate a salary readjustment.

Other federal executive careers began to complain about the expected increase in police officers. Among them are the employees of Ipea (Institute for Applied Economic Research), as well as medical experts and agricultural auditors.
