25,000 INSS expertise will be affected by stoppage, says entity

A stoppage of INSS medical experts scheduled for this Monday (31) should affect 25,000 scheduled expertise, according to an estimate by the National Association of Federal Medical Experts (ANMP), which organizes the mobilization.

The entity claims that the protest occurs after failed attempts to negotiate for better working conditions with the Ministry of Labor and Social Security.

Affected policyholders should look for the INSS to reschedule the expertise, says the ANMP. Consultations not carried out will be rescheduled and the new date will depend on the agenda of each INSS agency.

Medical expertise is required by the agency for granting or extending social security benefits, such as disability retirement and sick pay. They are also carried out to release the employee to return to work.

According to the president of the ANMP, Luiz Carlos Argolo, the forecast is that 2,000 of the 3,000 experts in activity will be paralyzed on Monday.

“The other thousand servers are sponsored by the current management of the body and are working remotely, even without legal support for this. This is even one of the claims: the return of all servers for direct face-to-face service to the Social Security insured “, says Argolo.

The 25,000 services that will be affected represent 5% of the 500,000 inspections carried out monthly by the body, says the association. “This number of monthly attendances could reach 800 thousand, if the current management removed the sponsored ones from remote work and were competent from a managerial point of view”, says the president.

The report contacted the INSS and the Ministry of Labor, but did not receive a response until the text was published.

According to a letter sent by the ANMP to the Minister of State for Labor and Welfare, Onyx Lorenzoni, the one-day strike, called National Day of Warning for the Valorization of Federal Medical Expertise, will be carried out due to the “chaotic situation” that presents itself to the category.

The association, which legally represents the federal experts, says it “has tried, on hundreds of occasions, to set up rounds of negotiations with the federal public administration, all to no avail.”

The experts also demand the establishment of a maximum number of 12 face-to-face consultations as a daily goal, equal distribution of appointments between the experts in the morning and afternoon shifts, the right to holidays and recesses without appointments and the end of gaps in the agenda (spaces without calls).

According to Argolo, “due to a system error and the incompetence of the current managers”, thousands of servers who work in the afternoon provide little or no service.

The entity also demands the end of tele-expertise (Medical Expertise with the Use of Telemedicine or Tele-evaluation), which it considers unnecessary to reduce the queue and ineffective for the purposes of medical evaluation, and the holding of a public tender to fill a gap of 3,000 vacancies.

The stoppage will take place about a week after the announcement of a R$ 998 million cut in INSS expenses foreseen in the Budget. The amount represents 41% of the budget of R$ 1.4 billion initially planned for the agency. The measure threatens the service of policyholders and is seen as inferior to the minimum necessary to ensure the activities of the agency. The waiting list for benefits accumulated 1.8 million requests in November.
