The Recovery and Resilience Fund includes the “Save 2025” program, of which households throughout the country will be supported for the energy upgrade of their homes.
The program, under the responsibility of the Minister of Environment and Energy, Theodoros Skylakakis, has a total budget 434 million euro and joined the Recovery Fund, following a decision by the Deputy Minister of National Economy and Finance, Nikos Papathanasis.
In the context of “Exconomy 2025”, it is foreseen that by improving the energy class of households – by upgrading their energy by at least three energy classes – primary energy savings of over 30% for each beneficiary/residential building.
The program includes separate incentives to support families with a disabled member/members, affected Thessaly, earthquake-affected Arkalochori families with four dependent children and vulnerable households, both in the form of an increased rate of grants and a special budget.

It is clarified that the program concerns buildings that are used as a main residence (detached houses and individual apartments) and whose owners meet specific income criteria.
Interventions related to: Replacement of frames, installation/upgrade of thermal insulation, heating/cooling system upgrade, domestic hot water system using Renewable Energy Sources, other energy saving interventions, such as the installation of a smart management system (smart home), which contributes to energy saving.
The maximum eligible budget of energy upgrade interventions with VAT per beneficiary application cannot exceed:
a) the product of 1.20 euros on the total estimated annual primary energy savings (kWh), as derived from the 1st Energy Performance Certificate,
b) the 35,000 euros.
The heating degree days will be used as a criterion for evaluating the energy upgrade proposals that will be submitted to the program, with priority given to colder areas.
For the beneficiaries who will join “Excoionamo 2025”, covering the participation itself with a loan, the interest rate of the loan agreement, for the needs of the program, is fixed and subsidized at 100%.
The detailed terms and conditions of inclusion are specified, in detail, in the Guide to “Save 2025”, which will be published within the next few days, in order to then open the program for the submission of applications by interested parties.
Funding applications will only be submitted electronically and compulsorily through the Information System of the program’s official website.
The implementing agency of “Excoionamo 2025” is the Technical Chamber of Greece (TEE). At the same time, the financial management body of the program is the Hellenic Development Bank SA.
It is noted that the direct disbursement to households is 396 million. euros, while there are additional costs, within the program, for interest subsidy, administrative costs, etc.
The Minister of Environment and Energy, Mr. Thodoros Skylakakis, said: “We are strengthening the energy upgrade of the country’s homes, through the “Excoionamo 2025″ program, which is being implemented with significant resources that we secured from the Recovery and Resiliency Fund, which exceed 430 million. euro. In fact, we take special care to support families with a disabled member/members, the affected people of Thessaly, families with four dependent children and vulnerable households, providing for increased grant rates. From their participation in the program, households will be able, by carrying out a series of interventions (e.g. replacement of frames, installation of thermal insulation, upgrading of the heating/cooling system, etc.), to meet their energy needs, achieving significant savings at the same time energy and money on electricity bills”.
The Deputy Minister of National Economy and Finance, Mr. Nikos Papathanasis, underlined: “With the decision to join the Recovery Fund of the new cycle of the “Excoionamo” program, we are expanding the interventions of the Government for the benefit of the promotion of the Green Transition and the creation of a more efficient and environmentally friendly national energy system. At the same time, we are supporting our fellow citizens in order to proceed with the upgrading of their homes and, through energy efficiency, to better deal with the effects of the energy disturbances caused by the complex conditions of the moment.”
