Panel SA: Mayors press against Fundeb’s rule that creates an obstacle in the salary of education professionals

The FNP (Frente Nacional de Prefeitos) has expanded its efforts to try to overturn the veto of the law that amends Fundeb (education financing fund) and prohibits the management of the payroll for basic education professionals in non-Bank accounts. from Brazil or Caixa.

According to the entity, mayors are putting pressure on parliamentarians, claiming that the movement of salaries in private, state public banks and credit unions took about R$ 11 billion to the coffers of states and municipalities in the last five years.

Another matter of concern, according to municipal leaders, is that many cities do not have BB or Caixa branches, forcing professionals to move to another municipality to move their salaries.

In the bill, there was a provision to establish a specific Fundeb account for processing the payroll of professionals in other financial institutions, in addition to assigning these institutions the responsibility of permanently making bank statements available.

By vetoing, President Bolsonaro justified that the initiative would be insufficient as a control and transparency mechanism of the fund’s resources.

According to a study by the CNM (National Confederation of Municipalities) released in October last year, the veto represents a negative impact for 1,471 cities that have existing contracts with other banks and will have to pay fines for breach of contract.
