AADE upgrades the input – outflow system at the gas stations of the country wanting to … close the back door violation of its software and thus achieve a decisive blow against smuggling.
The Authority has already informed by mail, 1065 service stations across the country to upgrade the input-input systems in accordance with the new specifications by June 12, that is, in a week.
The “sbar” of the upgrade achieves two “turtles”:
- On the one hand it makes it easier to monitor fuel course throughout the supply chain
- On the other hand it makes more difficult, market players say that it is essentially “locking” the software so that the skilful ones cannot “tease” it and steal in the pump
Just 20 days ago, AADE closed 5 gas stations and cut the pumps on another 24 because they were selling … air instead of fuel. 220 stations across the country are under investigation to participate in a fuel smuggling circuit.
The new JMD introduces, among other things, automatic fuel level measurements and immediate notice of the Central of the AADE whenever the system alarms are activated.
In particular, it is foreseen:
- Automatic level measurement mechanism (Amms): Now, there will be an automatic and accurate counting of the quantity and temperature of the fuel in each tank, for greater transparency and minimization of any quantitative failures.
- Certified volumetric tables: The volumetric tables will be drawn exclusively by bodies accredited by the national accreditation system or European for maximum accuracy and validity in measurements.
- Multi -Days (SI) Aggregate: A centralized balance is introduced for more days, which allows for immediate detection of any “abnormal behavior” for targeted checks.
- Certification of Installers: Those who operate as installers of the input-output system should now be certified for their technical competence.
- Immediate Alarm Signal Transmission (Alarms): All alarms from the critical functions of the system will be transmitted in real time to the AADE signal reception center, allowing immediate reaction.
- Interoperability: The new input-input system will interfere with the Central Infrastructure Infraction Information System and other AADE applications for the immediate transmission of quantities and values data.
Market players, however, express their concern about the limited time (until June 12) about adapting to the new data. They point out that there are only 60 certificates for 6,500 stations throughout Greece and 20 of them have 80% of the market.
AADE will not only remain in systems upgrades but will also carry out sweeping market controls. According to her business plan He is planning this year:
- 6.790 Checks from mobile units on products subject to EFK, ie tobacco products, liquid fuels and other energy products, using the findings of the input/outflow system
- 33.410 control by customs services
- 2.350 Sampling on fuel, alcohol beverages, chemicals and consumer goods, independently or with other AADE services or with other authorities
It is estimated that fuel smuggling costs about € 400 million in public funds.
