The mechanism of electronic intersections is fully operational to identify vehicles that are illegally circulating on Greek roads.

Checks will be done automatically every six months and start this year. Initially the intersections will focus on vehicles that are circulated without insurance coverage, or have been stated on immobility to avoid payment of traffic fees. From 2026 they will also extend to vehicles that have not passed KTEO. Fines will reach up to EUR 1,000, while vehicle owners will have the right to inform and objection against the infringement certificate.

When do checks begin

The first junction for 2025 has a reference date on June 2, 2025, with the possibility of utilizing updated data available by the bodies. From 2026 onwards, electronic intersections will take place at least once every six months – March 1st for the first half and August 1st for the second.

In the first phase, only passenger, truck and private bicycles with a debtor and a valid traffic number are examined. For 2025, the KTEO check is not included at the first junction, while only the situation is examined at the report.

How the new system works

For these inspections, a special “intersectional management system is created”. The system collects on a single basis, all the data registered in the registers of AADE, the Ministry of Infrastructure and Transport, the Ministry of Citizen Protection, the Auxiliary Capital Insurance Capital, and the Alternative Vehicle Management of Greece.

Vehicles are identified on the basis of frame number, traffic number, technical characteristics and property data.

The check will detect:

• Uninsured vehicles: A breach is considered to be an active insurance policy within the last semester until the control date, while the vehicle was in motion.

• Unpaid traffic charges: Identify the non -payment of the corresponding fees for any of the last five years of the year of the year.

• KTEO shortage: The non -valid technical audit card is being checked in the systems of the Ministry of Infrastructure, resulting in “successful”, “secondary deficiencies”, or “serious deficiencies” within the planned period.

• Virtual stillness: Vehicles are located in immobility, but in circulation, as well as vehicles in theft, frame storage, or incomplete transfer.

The fines to be imposed, according to the new decision, are as follows:

1) For uninsured vehicles:

• 1,000 euros for buses and public use trucks

• 500 euros for passengers and other vehicles

• 250 euros for bicycles

2) For traffic charges: The fees are charged in total per year, along with the gradual fines (25% or 50% or 100% surcharge) for those who pay them out.

3) For a shortage of KTEO: A fine of 400 euros in accordance with Article 90 (3) of the new Road Traffic Code.

All of the above fines are also burdened with a 2.4%digital transaction fee.

How is the offender alerted

For offenders, the new procedure foresees:

• Detail Notice: Before issuing fines, notice can be sent to the debtors by email, SMS or Gov.gr Wallet, utilizing the National Register of Communication. In these cases, it is foreseen that the junction can be repeated and at least 15 days after the notifications are sent.

• Fine notification: The fine imposition operations are posted on the information system and are notified by email, SMS or Gov.gr Wallet. Are considered legally notified after 10 calendar days of posting and electronic alert. In the event of co -ownership, the acts shall be notified to all debtors, who are jointly and in full responsible.

• Appeal: Owners have the right to appeal within 10 business days of notification, submitted electronically through the single digital gate. When examining the objection, interoperability is automatically checked if the conditions of non -compliance are still present – in the event of compliance, the objection is automatically accepted.

Responsible for examining objections are:

– the competent DOU or KEFODE for traffic charges

– The SPC Operational Address SDOE for uninsured

– The Ministry of Infrastructure for KTEO

The decision is issued within 30 business days.

Re -check and sanctions on hypotropists

Following the imposition of a fine, a mandatory re -examination is carried out within three months. If non -compliance is found, the registration license and the plates are deducted from the competent police authority.

In the event of a recurrence – that is, re -infringement within three years for the same vehicle – a double fine is imposed (ie EUR 500-2,000 for uninsured or much more depending on the registration fees of each type of vehicle) while the traffic data is immediately removed. They will only be refunded by presentation of insurance contract, KTEO card, non -debt certificate and proof of payment of the fine.
