Federal Police Angry at Bolsonaro’s Broken Promises

The repeated failure to fulfill promises by the Bolsonaro government is one of the main factors cited by federal police officers to criticize the granting of a 5% increase to all federal careers, which would rule out the promised restructuring of federal public security categories.

Since the increase began to be reported and was not denied by the government, the representative bodies of delegates, experts and federal agents began to meet to discuss what the answer will be.

Still this week, the internal classes of the PF should vote on a permanent mobilization as a form of protest against the government’s signal that it will not use the R$ 1.7 billion reserved in the Budget to restructure security careers.

Fenapef, which represents the federal agents, decided this Tuesday (19) to remain in a state of readiness and permanent mobilization. On April 28, a demonstration is scheduled in all states to demand a position from the government.

The ADPF (National Association of Federal Police Delegates) gathered its members this Tuesday and must decide what their position will be by Wednesday night (20).

The APCF (National Association of Federal Criminal Experts) presented its proposals at a meeting this Tuesday and the vote on what measures to be taken should come out of a vote scheduled for Friday (22).

In all classes, the failure to fulfill the promise of restructuring made by President Jair Bolsonaro (PL) and the Minister of Justice, Anderson Torres, is considered as another setback imposed by the government that was elected with the banner of defense and valorization of the police.

In addition to the restructuring, they cite the losses with the increase in the contribution rate imposed by the Social Security reform and the Emergency PEC, approved in March 2021 with the support of the government base, which provides for a trigger for a salary freeze and a ban on progression in the career and new hires whenever a state of calamity is declared or when the ratio between current expenses and current income reaches 95%.

In all cases, the police say, there was a government promise to leave the police out and, at the last minute, the agreement was not fulfilled.

The police recall that in addition to Bolsonaro’s promises, on March 28, Minister Anderson Torres assured in a meeting with the entities that the restructuring would be carried out.

The Ministry of Justice was contacted, but did not respond.

Marcus Firme, president of Fenapef (National Federation of Federal Police), says that in the meeting with Torres, it was guaranteed that security careers would be restructured and that the government had already set aside R$ 1.7 billion in the Budget for this purpose.

“On that agenda [28 de março] he said that the restructuring was going on, he would go to the states and say that he would restructure. Although no entity participates [do projeto] and discuss the terms of the restructuring, that was the promise”, he said.

APCF President Marcos Camargo says that at the meeting held at the end of March, Torres and the Ministry of Justice’s legal team said that the restructuring was on its way and that there was no legal problem in the government’s delay in sending the provisional measure with the details about how the promise would be carried out.

According to Camargo, the discomfort among the police is precisely due to these unfulfilled promises by the government, which claims to be the defender of public security classes.

According to him, the police are dissatisfied and uncomfortable because there is no impediment to carry out the restructuring.

“There is the budget, the matter was discussed in Congress and there is no legal impediment. What is missing? The political will. Then the category is uncomfortable, because the political will of those who always said that political security was important is lacking”, he says. he.

Camargo says that this discontent with unfulfilled promises dates back to the Social Security reform, when the government promised to leave federal police officers out, but at the last minute also included them in the tax rate increase.

“For a category that was placed as the one that would be valued, which is presented as important and defended by the government, everything is going backwards. This generates great dissatisfaction at the base”, he says.

Before the pension reform, the maximum rate for civil servants was 11%. Today, the percentages range from 7.5% to 22%, depending on salary.

According to representatives of the entities, the salary loss with the increase in the rate was from 4% to 6%, according to the remuneration of each police officer.

About the meeting with the minister on Monday (18), Camargo says that Torres said that the hammer has not yet been hit and that the leaders of the entities informed the minister of the temperature of the bases after the news about the linear increase of 5%.

Luciano Leiro, president of the ADPF, which represents the federal delegates, follows the same line as his colleagues and says that the government’s repeated failure to comply with promises made to the police results in “huge discontent”.

“It is important that the president fulfills his word of valuing the police forces, public safety is a flag of this government and we only had losses. Since the pension reform, we had been promised that we would stay together with the military, and we were outside”, says Leiro.

The delegate makes a point of remembering that there is still no official government position on the readjustment and restructuring, but that Bolsonaro himself took over and went to the press to defend the restructuring.

“There is dissatisfaction, nothing is ruled out. The category is very tense, it is very difficult to hold on to dissatisfaction. The worst scenario is frustration in the face of a commitment made, an expectation created and that is not fulfilled”, he adds.
