As provided by article 1, through the special application of gov.gr designed by the Ministry of Digital Government, any natural person including freelancers, who are tax residents of Greece with declared family income of tax year 2020 up to 30,000 eurosmay apply for financial assistance for the purpose of helping to cover the cost of fuel consumption in April, May and June 2022.
Specifically for the months April-May-June the credit amounts to the following amounts:
a) 50 euro for eligible owners of vehicles other than motorcycles-mopeds, with main residence in the Regions of North Aegean, South Aegean, Ionian Islands, Crete, in the Peripheral Unit of Islands of the Attica Region, in the Peripheral Unit of the Sporades Region and Thrace, on the island of Samothrace of the Regional Unit of Evros, of the Region of Eastern Macedonia and Thrace and on the Island of Amouliani of the Regional Unit of Halkidiki, of the Region of Central Macedonia,
b) 40 euros for eligible owners of vehicles other than mopeds, with main residence in the rest of Greece,
c) 35 euros for eligible owners of motorcycles-mopeds, with residence in the Regions of North Aegean, South Aegean, Ionian Islands, Crete, in the Peripheral Unit of Islands of the Attica Region and in the Regional Unit of Sporades of the Region of Thessaly, in the Region of on the island of Samothrace of the Regional Unit of Evros, of the Region of Eastern Macedonia and Thrace and on the island of Ammouliani of the Regional Unit of Halkidiki, of the Region of Central Macedonia,
d) thirty (30) euros for eligible owners of moped motorcycles, with main residence in the rest of Greece.
Each vehicle and motorcycle-moped can be declared by a single natural person, who has full ownership or co-ownership of the vehicle and the motorcycle-moped or is a lessee under a leasing contract. Each natural person can declare only one vehicle and a motorcycle-moped. Prerequisite is the vehicle and motorcycle-moped be in circulation, be insured and do not owe traffic fees.
The entry of the natural person beneficiary in the special application, which is accessible through the Single Digital Portal of Public Administration (gov. Gr-EDP), takes place after its authentication using the credential codes of the General Secretariat of Public Administration Information Systems (taxisnet). The applicant completes and updates his / her contact details and, in particular, his / her e-mail address and mobile phone number. He also fills in his personal bank account number.
For the purpose of verifying the above conditions, the information system of the application obtains information about the vehicle and motorcycle-moped and its owner using the following online services: a) Vehicle details and owner profile from A.A.D. E., b) Data on Traffic Fees from A.A.D.E., c) Finding vehicle insurance (Auxiliary Insurance Capital), d) Data on income and residence for the fuel subsidy from A.A.D.E., for the control of private ownership of a vehicle, motorcycle-moped, insurance, payment of road tax and the control of the declared family income.
When are applications made per VAT number?
The applications of natural persons in the special application are made in parts depending on the expiring number of their VAT numberas follows:
- 26.4.2022 for VAT numbers ending in 0 and 1
- 27.4.2022 for VAT numbers ending in 2 and 3
- 28.4.2022 for VAT numbers ending in 4 and 5,
- 29.4.2022 for VAT numbers ending in 6 and 7,
- 30.4.2022 for VAT numbers ending in 8 and 9.
From 1.5.2022 onwards, it is possible to submit applications, regardless of the expiring ID number. of natural persons.
Ways of crediting financial aid
The financial support is credited by the public limited company of the Greek State “Information Society Monoprosopi SA” to the beneficiary either a) on a digital debit cardissued specifically for this purpose by a credit institution or financial institution or b) in a bank account of his choice.
Procedure for crediting financial aid to a digital debit card
1. Through the special application, any natural person can apply for the issuance of a digital debit card to which he is credited by the IS. MAE the relevant amount of financial support. The above card is issued specifically for this purpose by a credit institution or financial institution.
2. The entry of the natural person-beneficiary in the special application, which is accessible through the Single Digital Portal of Public Administration (gov. Gr-EIP), takes place after its authentication using the credentials of the General Secretariat of Information Systems. (taxisnet).
3. After entering the application the applicant fills in and updates his contact details and, in particular, the e-mail address and the mobile phone number, and requests the issuance of the digital debit card and the credit of the relevant amount in it.
4. After the completion of the submission of the application of the natural person and if his status as a beneficiary is verified, the K.T.P. Μ.Α.Ε. forward the approval decision to the credit institution or financial institution, subject to appropriate technical and organizational measures, the name, surname, e-mail address and mobile phone number of the beneficiary, for the purpose of issuing the digital debit card and credit amount of the financial assistance, and shall immediately transfer to the credit institution or financial institution the amount of money corresponding to the beneficiary.
5. The credit institution or financial institution shall then inform the beneficiary of the procedure to be followed for the activation of the card and the credit of the amount of money, by sending: a) a text message (sms) to the mobile phone number declared by the beneficiary in the special application, with integrated instructions and b) e-mail to the e-mail address stated by the beneficiary in the special application with a built-in link for the activation of the digital debit card. After entering the above link, the beneficiary creates a personal password and receives a confirmation code, with a new text message (sms), in order to activate his digital debit card.
6. The amount credited to the debit card can be used exclusively by the beneficiary for the purchase of fuel and it is not possible to transfer to a third party, except the above or to withdraw it.
7. The digital debit card remains activated until 31.7.2022, after which the credit institution or financial institution is obliged to immediately deactivate it.
8. For the beneficiaries who choose to use a digital debit card, the amount of financial support is increased by five (5) euros.
9. For the service of the users of the information system, a user manual of the electronic application is available as well as a user service (help desk) for the reporting and solution of problems and the provision of instructions.
Procedure for crediting financial support to a bank account
1. Through the special application, any natural person can apply for the credit of the financial aid in a bank account of his choice.
2. The entry of the natural person beneficiary in the special application, which is accessible through the Single Digital Portal of the Public Administration (gov.gr-EDP), takes place after its authentication using the credentials codes of the General Secretariat of Information. Administration (taxisnet), according to article 24 of law 4727/2020 (A ‘184).
3. After entering the application, the applicant fills in and updates his contact details and, in particular, the e-mail address, the mobile phone number, fills in his personal bank account number and requests the credit of the relevant amount to this account. .
4. After the completion of the submission of the application of the natural person and if his status as a beneficiary is verified, the K.T.P. Μ.Α.Ε. forward the approval decision to the credit institution or financial institution, subject to appropriate technical and organizational measures, the name, surname, e-mail address, mobile telephone number of the beneficiary and the number of his personal bank account for the purpose of his credit amount of the financial assistance, and then transfers to the credit institution or financial institution the amount of money corresponding to the beneficiary.
Procedure for issuing the digital debit card or credit to the bank account by the K.E.P.
1. The process can also be done through K.E.P.by a certified employee, upon a relevant request of the natural person-beneficiary, without observing the above deadlines.
2. The employee of K.E.P. enters the special application after its authentication using the “Public Administration Codes” of the GGPSDD of the Ministry of Digital Government, according to the decision 29810 EX 2020 of the Minister of State (B ‘4798. Then, the employee registers in the fields system: a) the VAT number of the natural person, b) the registration number of the vehicle, motorcycle-moped, confirming that the declared person owns or co-owns it, or a leased vehicle that has been leased to him, registered in the latter case (c) the contact details of the natural person, and in particular the e-mail address and mobile phone number, amount for either the credit of the relevant amount in the bank account of the applicant phys person), which he / she declares to the employee.
3. The above procedure for the issuance of the digital debit card or the declaration of the desired bank account of the beneficiary may be carried out with the authorization of the representative of the natural person.
Liquidation procedure for financial assistance
1. After the date of deactivation of the digital debit card, the credit institution or the financial institution informs the IS. Μ.Α.Ε. regarding the total amount which, for any reason, has not been credited to the beneficiaries or has not been used by them and returns the above amount to the IS. MAE, in order to be attributed, in the end, to the Greek State.
2. Further recovery of the above amounts by the beneficiary is excluded.
Commencement of productive operation
The productive operation of the special application starts on 26.4.2022.
