The Nota do Milhão, as the NFSe (Invoice of Electronic Services) service of the City of São Paulo is known, has been operating with instability since last Saturday (13th). The problem has caused slowdowns and several users reported that they were unable to use the platform, as the site was down.
According to the Municipal Department of Finance, the breakdown began at the weekend, when a maintenance service was carried out on several of the folder’s systems. The secretariat also says that it found the instability only on Tuesday (16).
“The technicians of the company responsible for hosting the electronic service invoice system, as well as the technicians of the company holding its database technology, continue to work so that the invoice system is stabilized as soon as possible”, says the note sent by the secretariat.
The folder also states that “despite any operational inconvenience, taxpayers have a period of ten days to issue the note” and that, therefore, they will be able to issue the document when the system is normalized.

Historical
The Nota do Milhão program was created in 2017 by then-Mayor João Doria (PSDB), now governor, to replace the Nota Fiscal Paulistana, a program implemented in the Kassab Administration.
The objective of the two projects is to encourage the request and issuance of invoices in the service sector, by establishments such as gyms, schools, parking lots and beauty salons, among others.
Each month, a prize in the amount of R$ 1 million is drawn among consumers who receive the Electronic Services Invoice. According to the city hall, in December, the premium reaches R$ 2 million.
The program is different from the State Government’s Nota Fiscal Paulista, which makes it possible to issue the invoice by commercial establishments subject to ICMS (Tax on Circulation of Goods and Services).
